Overview of the conference.
According to the report at the Conference, the planning and capital allocation work was fully and promptly implemented according to the contents and tasks chaired by the Ministry of Education and Training . By June 2025, the budget allocated for 4 projects under Sub-project 4.2 for the 2021-2025 period was more than 670 billion VND, reaching 50.3% of the total budget for the whole period.
As of March 31, 2025, the capital plan assigned to 42 localities for the 2021-2025 period was more than VND 8,309 billion (reaching 91.13% of the plan). By the end of 2025, the disbursement rate is estimated to reach 95.18%.

Educational projects have brought about many positive results, contributing to strengthening the system of boarding and semi-boarding schools; improving the quality of staff; maintaining illiteracy eradication work; expanding the scale and effectiveness of vocational training associated with employment.
However, non-budgetary capital is still limited, implementation capacity among localities is uneven, some places are slow to report progress. Mobilizing other resources to implement the project is very limited. Through synthesis, only 5 localities mobilized 50,554 billion VND of other capital to arrange for the implementation of assigned tasks.
After listening to the discussion, Deputy Minister Le Tan Dung affirmed that although some targets have not been achieved, in the 2021-2025 period, the National Target Program has brought about many clear changes: School facilities have been improved, illiteracy eradication work has received attention, vocational training and employment support has achieved positive results.

Moving into the 2026-2030 period, the focus will be on continuing to consolidate and upgrade facilities for preparatory schools, regional universities and kindergartens in ethnic minority areas; improving staff capacity and training ethnic languages for staff and teachers.
The Ministry of Education and Training has proposed major solutions in the coming time, focusing on developing a functional literacy program; issuing specific support policies for teachers; applying flexible teaching models; and enhancing data management capacity at the grassroots level, in order to ensure the goal of "leaving no student behind".
