Localities urgently respond to storm No. 12

The head of the Ca Mau provincial government requested departments, branches, sectors and localities in the province to urgently deploy measures to proactively respond to storm No. 12, minimizing damage to people and property.

On the afternoon of October 21, in response to the complicated developments of storm No. 12, the Chairman of the People's Committee of Ca Mau province issued urgent dispatch No. 06163/UBND-NNXD, requesting departments, branches and localities in the province to proactively monitor and respond to storm No. 12.

Accordingly, the Chairman of the People's Committee of Ca Mau province requested the Vietnam Fatherland Front Committee of the province, socio -political organizations and localities in the province to regularly and closely monitor the storm's developments. The key task is to promptly and widely inform people and businesses, especially ship owners and captains operating at sea, to proactively prevent and ensure safety.

At the same time, the Department of Agriculture and Environment directed its affiliated units to inspect the entire system of sewers, dams, and pumping stations, thereby coordinating with local authorities to operate reasonably and effectively to protect production; inspect sea dykes, especially at key locations, prepare forces, materials, and means to handle the first hour when an incident occurs; coordinate with the Department of Industry and Trade and related units and localities to inform and guide investors and construction units, especially coastal and island projects, to take measures to prevent and respond to storms and minimize damage.

The Chairman of the People's Committee of Ca Mau province requested the Provincial Military Command to coordinate with the Department of Agriculture and Environment, the People's Committees of coastal communes and wards to notify vehicles operating at sea of ​​the location, direction of movement, and developments of the storm so that they can proactively avoid, escape, or not move into dangerous areas; regularly maintain contact with the captains of the vehicles; be ready with forces and means for rescue when there is a situation or request.

At the same time, the People's Committees of communes and wards regularly inspect and monitor the area, direct and guide people to implement appropriate solutions to prevent and limit damage caused by natural disasters; be ready to deploy plans and response options according to the level of natural disaster risks; mobilize people to guard the bottom of offshore cargo to proactively go ashore for safe shelter.

On the afternoon of October 21, the People's Committee of Da Nang City also issued telegram No. 08/CD-UBND on proactively responding to very heavy rain and storm No. 12. Accordingly, due to the influence of storm No. 12 and cold air combined with East wind disturbances, from the night of October 22 to October 27, Da Nang City will experience widespread very heavy rain. The total rainfall for the period is commonly from 350 - 600mm, in some places over 800mm. The flood peak on rivers fluctuates at alert level 2 to alert level 3, with some rivers above alert level 3.

The Chairman of the People's Committee of Da Nang City requested that leaders of departments, branches, localities and units must not be negligent or subjective, must proactively prevent and respond at the highest level, and anticipate the worst situations. At the same time, they must organize timely response and rescue when situations occur with the motto "4 on-site"; mobilize people to proactively raise their assets and clear the water intake in front of their houses.

Localities and units call on people to proactively stock up on food and necessities for at least 3 days to prevent major floods; proactively evacuate people, especially in dangerous areas, deep floods, landslides. At the same time, the Da Nang City Border Guard Command, based on storm developments, proactively decides to restrict ships and vehicles from going out to sea, operating at sea or ban the sea when necessary...

The Da Nang City Military Command also issued a dispatch on the deployment of response to storm No. 12 and heavy rain in Da Nang City. Accordingly, the city's standing militia fleet closely coordinated with Naval Region 3 to organize safe anchoring of boats and ships to avoid the storm; and be ready to mobilize armored vehicles to handle situations when ordered.

In addition, to ensure the safety of people and facilities, and limit damage to people and State property, the City Military Command requires agencies and units to organize 100% of their military personnel on duty from 5:00 p.m. on October 22 to 5:00 p.m. on October 30. Agencies and units strictly maintain the regime of command, on duty, rescue, and disaster prevention 24/24 hours a day, proactively organize close monitoring of forecast information and developments of natural disasters; promptly respond to natural disasters; effectively handle situations that occur...

According to a quick report on October 21 by the Department of Agriculture and Environment of Da Nang City, the total number of fishing vessels in Da Nang City is 4,148 with about 21,000 workers, the total number of fishing vessels operating at sea is 168. Coastal Border Guard stations have counted and counted the number of people and vessels operating at sea and are always ready to carry out search and rescue missions when situations arise.
