Sharp theoretical handbook from the practice of 13 Party Congresses

The book “The Communist Party of Vietnam through Congresses - Historic Decisions” edited by Associate Professor Dr. Vu Trong Lam, published by the Truth National Political Publishing House, towards the 14th National Congress of the Party, is a valuable document that arouses political responsibility in the context of the entire Party and people moving towards a new stage of development of the country.

From the Party's founding conference in early 1930 to the 13th Congress in 2021, the book presents the system of Congresses through in-depth analysis of the context, content and significance of each major decision made by the Party.

The book does not list events but explains the reasons for its creation, the practical effectiveness and strategic significance of the resolutions and orientations of the Party through each Congress. That is what makes the book a theoretical document, and at the same time an effective tool for research, education and political propaganda.

One of the typical examples analyzed in detail in the book is the 12th National Congress of the Party (2016). In the context of the country having undergone 30 years of renovation, achieving important achievements but also facing many challenges, the 12th Congress emphasized the requirement of "strengthening the building of a clean and strong Party; promoting the strength of the entire nation; comprehensively and synchronously promoting the renovation process". This is a key decision, both inheriting and developing the renovation policy, emphasizing the requirement of perfecting and synchronously the institutions, developing a socialist-oriented market economy , developing science and technology, improving the effectiveness of the state apparatus and strengthening the construction of the Party.

Also in the 12th Congress, the awareness of innovation was raised to a comprehensive and synchronous strategic level, clearly demonstrated through the goal: "Strive to soon turn our country into a modern industrialized country". The political report at the Congress pointed out 6 key tasks, including breakthrough contents such as: Innovation of growth model; restructuring the economy; development and application of science and technology; building Vietnamese culture and people; strengthening national defense and security and proactive international integration. This is the concretization of the aspiration to develop the country quickly and sustainably on the basis of innovative thinking associated with practice.

The book also highlights the results from the implementation of the 11th Central Committee Resolution 4 on Party building. Positive changes in the work of preventing and combating corruption, reforming the apparatus, and rectifying the organization are clearly presented with specific evidence. For example, the meetings of the Central Steering Committee on preventing and combating corruption chaired by the General Secretary. This shows the determination to clean up the apparatus and strengthen the people's trust in the Party in the new situation.

The Party Congresses are all associated with specific strategic decisions. The Third Congress is associated with the resistance war against the US to save the country, the Sixth Congress with the Doi Moi decision in 1986, or the Seventh Congress marked a clear affirmation of the path to socialism... Each Congress is a major turning point, demonstrating the maturity of political thinking, governing capacity and leadership capacity of the Party through each historical period. The inheritance and innovation are vividly and logically reflected in the book, creating a consistent flow.

With a capacity of 400 pages, coherent language, and an approach from practice to theory, the book shows the growing maturity of the Party, containing historical lessons for today's and future generations to better understand that "the correct leadership of the Party is the leading factor determining all victories of the Vietnamese revolution". At the same time, the book also asks each reader to reflect and be aware of their own responsibility to participate in contributing to the cause of building a prosperous and powerful Vietnam in the new era.
