According to the Ministry of Finance , in 2023, the ministry received and processed 32 complaints, petitions, and reports on 12 cases related to corporate bonds.

The complaints received and processed by the Ministry of Finance are related to the issuance of corporate bonds by Van Thinh Phat Group and companies in the ecosystem, Sunshine Group, and Ksfinace Company.

There are also a number of petitions about citizens depositing savings at Southeast Asia Bank ( SeaBank ), National Bank (NCB), and Nam A Bank, but bank staff gave ambiguous advice to convert it into buying corporate bonds.

Up to now, some bond packages related to these banks have not yet paid the principal and interest of the bonds even though the payment deadline according to the bond purchase contract has passed.

In addition to the above solution, recently the Ministry of Finance has also requested the Ministry of Construction to strengthen the management of real estate businesses, only granting licenses to businesses with sufficient financial capacity.

Propose that the Ministry of Planning and Investment strengthen management and supervision of charter capital increases and private share issuances by enterprises, and consider not granting foreign investment licenses to enterprises that are late in paying bond debt.

The Ministry of Finance also sent to the Ministry of Public Security a list of enterprises that are late in paying principal and interest on bonds to consider restricting the exit of individuals related to enterprises that are late in paying.

Regarding the inspection, examination and supervision of auditing companies and auditors providing services related to corporate bond issuance, the Ministry of Finance said that in 2023, the Ministry presided over the inspection of the quality of auditing services at 5 auditing enterprises: ATC Auditing and Valuation Company Limited, Phuong Nam Accounting and Auditing Company Limited, CPA Auditing Company Limited, ITO Auditing Company Limited and Hoang Gia Vietnam Auditing Consulting Company Limited.

In addition, the Ministry of Finance also strengthened supervision of valuation service business of 4 enterprises: Thanh Do Valuation Joint Stock Company, VAA Auditing and Valuation Company Limited, Ecomax Valuation Company Limited, Hanoi Auditing and Accounting Company Limited.
