Need to coordinate to clear land and speed up construction to upgrade route 28B

That is the recommendation of the Department of Construction, after checking the actual progress of the project to improve and upgrade National Highway 28B. The project has a route length of about 68 km with a total investment of 1,435 billion VND.

According to the plan, the project construction period is from April 2024 to December 2025 (20 months). Up to now, construction has been completed for 15 months, the volume has reached about 436 billion VND/1,083 billion VND (about 40%). Meanwhile, the construction period is only 5 months left, so the overall assessment of the project's construction progress has not met the requirements.

Specifically, at present, some sections have been handed over but the unit has not yet started construction with a length of about 12 km. The site clearance work to hand over to the investor for implementation, up to now, the locality has decided to reclaim and mobilize the handover of the site to the investor is 61.7 km/68 km, 6.3 km has not been handed over, including: the section from National Highway 1 to the expressway intersection is 3.922 km and the section from the expressway intersection to National Highway 20 is 2.378 km.

Through the actual inspection, the Department of Construction recommended that the Provincial People's Committee direct the Department of Agriculture and Environment to closely coordinate with the Department of Construction, along with the communes on the route and the Provincial Land Fund Development Center to remove difficulties and obstacles in compensation and site clearance. Direct the new local government in the coming time to proactively propagate and mobilize the remaining households to hand over the site to promptly implement construction and complete compensation work as prescribed. Direct the Construction Investment Project Management Board to urgently and resolutely complete the technical infrastructure relocation work in August 2025, removing construction bottlenecks.

The Department of Construction also recommended that the Vietnam Road Administration request Project Management Board 5 to carry out the following contents: Closely coordinate with local authorities in site clearance work, and promptly participate in resolving difficulties and obstacles. Direct construction contractors and construction supervision consultants to develop a detailed construction plan for the remaining volume appropriately, ensuring completion of the project in December 2025. Direct construction contractors to supplement human resources, machinery and equipment, overtime, and shift work to speed up the construction progress of the project.
