
On September 4, the Can Tho City Branch of the Vietnam Bank for Social Policies (VBSP) organized the disbursement of preferential loans to students according to Decision 29/2025/QD-TTg (dated August 28, 2025) of the Prime Minister .
Accordingly, at the Cai Rang Social Policy Bank Transaction Office, Can Tho City Social Policy Bank Branch, for the first time organized the disbursement of preferential loans for students studying science , technology, engineering and mathematics to pay for tuition fees and other living expenses.
Phan Thanh Tai, a third-year student majoring in Software Engineering (FPT University), has just received a disbursement from a preferential loan package. He said: “I am very happy to have access to this loan support policy, so I immediately applied for a loan. Science and engineering majors often have quite high tuition fees, and being supported with capital to pay for tuition and living expenses will reduce the burden on my parents. From then on, I can focus more on my studies.”
Ms. Nguyen Thi Thanh Thuy (living in Cai Rang Ward, Can Tho City) has a child studying Chemical Engineering (Can Tho University), said: I sell fish in a small market, my income is very unstable so I am very worried about not having enough money to pay for my child's education. Fortunately, thanks to the loan group's introduction, I boldly registered to borrow this policy package. This school year, my child was able to borrow 70 million VND, enough to pay for tuition and other living expenses.

According to Decision 29, students in science, technology, engineering and mathematics fields have access to preferential loans to cover tuition fees, living expenses and other study costs including: life sciences, natural sciences, computers and information technology, engineering technology, engineering, architecture and construction, production and processing, mathematics and statistics, financial technology (according to the Prime Minister's regulations on promulgating the List of education and training of the national education system and related guiding legal documents); other key technology training fields as prescribed by law.
The maximum loan amount for a student includes the entire tuition fee (after deducting scholarships and other financial support from the school, if any) as confirmed by the school; living expenses and other study expenses up to 5 million VND/month. The preferential loan interest rate is 4.8%/year; the overdue debt interest rate is calculated at 130% of the loan interest rate.
Ms. Trinh Bich Tuyen, Deputy Director of the Can Tho City Social Policy Bank Branch, said: As soon as the Government's policy was issued in Decision 29/2025/QD-TTg (dated August 28, 2025), the entire unit urgently prepared the steps to implement disbursement as soon as possible. Thanks to that, just 1 week after the Government issued the decision, the Can Tho City Social Policy Bank Branch was able to disburse capital to eligible learners. Thereby, contributing to supporting learners to promptly cover tuition fees, living expenses and other expenses at the beginning of the new school year 2025-2026.
