Cao Bang proactively prepares response plans for storm No. 11

On the morning of October 6, due to the impact of storm No. 11, Cao Bang province experienced rain and strong winds. The province’s sectors and localities have urgently come up with solutions to minimize human and property damage.

Chairman of Dong Khe Commune People's Committee Vu The Cuong said that the commune has developed scenarios for the stages before, during and after the storm; assigned specific tasks to organizations and units and established an emergency communication system. Propaganda to the people about the danger level of the storm is carried out regularly and continuously; forces are on duty 24/7; local authorities, forces and people are united and proactive to absolutely protect people's lives and minimize damage to people's property.

From experience in responding to this storm, the ward leaders suggested that people in some areas should not be subjective, wait, or rely on the support of functional forces; the forces should well implement the "4 on-site" motto in flood and storm prevention...

Chairman of Thuc Phan Ward People's Committee Nguyen Anh Tuan requested people to raise their vigilance, proactively move their family's assets to higher places, move vehicles to safe locations; inspect and review vulnerable locations, low-lying areas, and landslide-prone areas to have plans to evacuate people and assets to safe places. At the same time, information on plans and scenarios for implementing the ward's work of preventing, combating, and responding to storm No. 11 is provided for the ward's residential group leaders to grasp and promptly inform and propagate to the people to proactively coordinate in implementing prevention, avoidance, and shelter work when requested by local authorities.

The People's Committees of Bao Lac, Nguyen Binh, Ly Bon and Bao Lam communes have also issued official dispatches to proactively respond to storm No. 11; directly go to the locality to propagate and mobilize, and support households in areas at risk of being affected to evacuate to safe places.

The Department of Education and Training of Cao Bang province issued an urgent notice, requesting educational units in the whole province to immediately deploy measures to respond to storm No. 11, and at the same time, let all students in the province take a day off from school on October 6, 2025 to avoid the storm. The document requested educational institutions to let children, students, trainees, and university students take a day off from school to prevent and avoid the effects of storm No. 11, and at the same time, closely coordinate with parents and localities to ensure the safety of students. It is requested that communes and wards closely direct, guide, and support educational institutions to ensure the safety of people and school facilities...

The Department of Industry and Trade and the Department of Agriculture and Environment require investors of diversion projects to report on their operating regimes and provide maps of areas at risk of being affected; strictly control the operations of hydropower plants, especially diversion projects, to ensure downstream safety; strictly comply with water discharge procedures, organize 24/7 on-duty and be ready to activate evacuation plans when necessary.
Assessing the impacts of storm No. 11, especially in the context of the work to overcome the consequences of storm No. 10 not yet completed, creating a double disaster situation (storm on storm, flood on flood), with a very high risk of continued flash floods, landslides in highland communes and localized flooding, Cao Bang Provincial Party Committee has issued an official dispatch directing the strengthening of measures to respond to storm No. 11.

Accordingly, agencies, units and localities need to develop possible scenarios in order to activate and provide early warning information to people, proactively evacuate to safe places, and ensure that they are absolutely not passive or surprised in all conditions and situations of the storm's complicated developments. The provincial military and police forces strictly maintain a standby regime for rescue and relief; closely coordinate and mobilize maximum forces and means to promptly respond, search and rescue, and overcome the consequences of storms, floods, and landslides, ensuring absolute safety for people and property of the people. Proactively advise local Party committees and authorities on protection plans to ensure the safety of key projects, headquarters of Party and State agencies, schools, hospitals, warehouses, communication systems, ensuring political security, social order and safety before, during and after the storm...
