The establishment of the real estate and land use rights trading center is considered a breakthrough in administrative reform, aiming to innovate transaction methods, shorten procedures, and save time and costs for people and businesses.
According to the proposal of the Ministry of Construction , provincial centers will operate under the "one-stop-shop" mechanism, applying 4.0 technology. After reaching a purchase agreement, the parties only need to access the center's electronic information portal, fill in the information and submit the online transfer application. The application will be received and reviewed entirely by the competent authority through the digital system. Notably, after only two working days from the completion of the review, the buyer will receive a message to schedule an appointment to come to the center to receive the certificate of ownership.
According to the plan, the Ministry of Construction will submit to the Government in the fourth quarter of this year to pilot from the beginning of 2026. When operating effectively, the center will contribute to digitizing the real estate market, making information transparent, preventing speculation, and creating a foundation for the market to develop safely and sustainably.
