Reduce and simplify administrative procedures under the management of the Ministry of Public Security

The Government approved a plan to reduce time, fees and simplify administrative procedures in the public security sector to improve efficiency and convenience for people and businesses.

Officers and soldiers of the Road Motor Vehicle Driving License Examination and Issuance Team (Traffic Police Department, Hanoi City Police) carry out procedures to issue and exchange driving licenses for citizens.

Permanent Deputy Prime Minister Nguyen Hoa Binh signed Decision No. 1891/QD-TTg dated September 3, 2025 of the Prime Minister approving the Plan to reduce and simplify administrative procedures related to production and business activities under the management of the Ministry of Public Security in 2025.

Procedures for re-issuing Certificate of eligibility to conduct electronic authentication service business have reduced processing time from 3 days to 2 days.

Shorten the time for issuing, reissuing and exchanging driving licenses

The Prime Minister also approved reducing the time for processing procedures for granting driving licenses from 7 working days to 4.5 working days (a reduction of 2.5 working days).

Reduce the processing time for driver's license exchange procedures from 5 working days to 3.5 working days (reduction of 1.5 working days).

Reduce the processing time for re-issuing driving licenses from 5 working days to 3.5 working days (a reduction of 1.5 working days).

Abolish the procedure for re-issuing driving test licenses for driving test centers

The Prime Minister also decided to abolish the procedure for re-issuing a driving test license for a type 1, type 2, or type 3 driving test center in the case of a damaged, lost, or changed name of the testing center because when the paper version of the driving test license is damaged or lost, the electronic version will be used; in case of a change in the name of the testing center, it will be adjusted in the electronic environment.

30% discount on vehicle registration fees and charges

According to the plan to simplify administrative procedures, the procedures: First-time online vehicle registration for domestically assembled and imported vehicles; changing and re-issuing vehicle registration certificates and license plates using partial or direct online public services;... are supplemented with regulations that vehicle registration results are integrated on the individual's VNelD and vehicle registration fees and charges are reduced by 30% according to the fees and charges currently applied in provinces and centrally run cities.
