Pursuant to Article 1 of Decision 66/2013/QD-TTg, the provisions on subjects applying the policy of supporting study costs are as follows:
Scope of regulation and applicable subjects:
1. This Decision stipulates the policy of supporting study costs for ethnic minority students from poor or near-poor households according to State regulations, who pass the entrance exam to full-time university or college at higher education institutions, including: universities, academies, colleges, and junior colleges.
2. This Decision does not apply to students: Selected candidates, policy subjects eligible for admission, training by address, joint training, second degrees and university and college students after completing the university preparatory program.
Accordingly, ethnic minority students will receive support for their study costs if they meet the following conditions:
- Belonging to poor households or near-poor households according to State regulations;
- Pass the entrance exam to full-time university and college at higher education institutions, including: universities, academies, colleges, junior colleges.
Note, tuition support does not apply to students who are admitted, policy beneficiaries, training by address, joint training, second degrees and university and college students after completing the university preparatory program.
Regarding the support level, according to Article 3 of Joint Circular 35/2014/TTLT-BGDĐT-BTC, the level of support for study costs for ethnic minority students studying at higher education institutions is as follows:
The level of tuition support is equal to 60% of the basic salary and is enjoyed for no more than 10 months/school year/student; the number of years receiving tuition support is based on the official training period.
The current basic salary according to Decree 73/2024/ND-CP is 2,340,000 VND.
According to the above regulations, ethnic minority students will be supported with study costs at a level equal to 60% of the basic salary (2,340,000 VND).
