Appoint Mr. Y Thanh Ha Nie Kdam to continue as Secretary of Lam Dong Provincial Party Committee

On October 10, at the Military Academy Hall, Lam Vien Ward - Da Lat, the first Lam Dong Provincial Party Congress, term 2025-2030, officially took place.

The Congress was attended by 498 delegates, representing nearly 124,000 party members in the entire Party Committee and nearly 3.9 million people of all ethnic groups in Lam Dong province. Politburo member and Permanent Deputy Prime Minister Nguyen Hoa Binh attended and directed the Congress.

Also attending the Congress were former Politburo members: Former President Nguyen Minh Triet; former National Assembly Chairwoman Nguyen Thi Kim Ngan; former Standing member of the Party Central Committee Secretariat Le Hong Anh; revolutionary veterans, Heroes of the People's Armed Forces; Party Central Committee member, Deputy Head of the Central Organizing Committee, Minister of Home Affairs Pham Thi Thanh Tra..., leaders of a number of central ministries, departments and branches; representatives of leaders of Dong Nai, Thanh Hoa, Khanh Hoa, Tuyen Quang, Dak Lak provinces...

Speaking at the opening of the Congress, Member of the Party Central Committee, Secretary of Lam Dong Provincial Party Committee for the 2020-2025 term Y Thanh Ha Nie Kdam affirmed that the first Provincial Party Congress, term 2025-2030 is a milestone of special political significance for the Party Committee and people of the new Lam Dong province, after the historic event of merging the three provinces of Lam Dong, Binh Thuan and Dak Nong, opening up a path with great development space for Lam Dong to firmly step with the country into the era of rising up, developing richly, civilized, prosperous of the nation...

The Congress expressed its determination to carry out the tasks and goals for the 2025-2030 term: "Building a clean and strong Party organization; leading comprehensive development, taking stability as the foundation, taking socio-economic development as the central task, taking happiness and prosperity of the people as the goal to strive for; by 2030, Lam Dong will become a fairly developed province, one of the dynamic growth poles of the region in the era of national growth."

At the Congress, Deputy Secretary of the Provincial Party Committee, Chairman of the Lam Dong Provincial People's Committee Ho Van Muoi briefly presented the draft Political Report to the 1st Provincial Party Congress. The report included some important results achieved by Lam Dong province in the 2020-2025 term; potentials, advantages, goals, targets; key projects and works; tasks and solutions proposed for the Provincial Party Committee in the 2025-2030 term.

Lam Dong province was established on the basis of merging the three provinces of Lam Dong, Binh Thuan and Dak Nong (old). During the 2020-2025 term, many key targets in the Resolution of the Provincial Party Congress were achieved and exceeded the plan, specifically, the implementation results (each province before the merger), of which Lam Dong had 11/17 targets meeting the plan; Binh Thuan had 17/22 targets exceeding and meeting the plan; Dak Nong had 8/11 targets exceeding and meeting the plan.

After the merger, the province has an area of over 24,000 square kilometers, the largest in the country, a population of nearly 3.9 million people with an important geopolitical position, extending from the highlands to the sea and islands, diverse natural resources, converging full potential, favorable conditions in terms of forests, seas, climate, resources, minerals, with a foundation and potential for development on all three economic pillars (agriculture, forestry, fisheries; industry-construction and trade, services), with a relatively synchronous socio-economic infrastructure system (seaports, airports, highways, national highways, key traffic axes, inter-regional and national connections), national tourist areas, famous tourist spots, advantages in bauxite and titanium reserves, agricultural and seafood brands associated with key products, along with unique cultural traditions and many cultural heritages.

However, the province still faces many difficulties and challenges: The terrain is diverse but traffic connecting some localities in the province is still limited; growth quality is not sustainable; security in border areas, ethnic and religious security still has potential complications; urban issues and challenges of climate change affect the socio-economic development process...

The above issues require the entire Party, people, army and political system to join hands, unite, make the most of opportunities and advantages, uphold the sense of responsibility, create new momentum, focus on overcoming difficulties and challenges with high political determination, innovate thinking, make breakthroughs in development, and successfully implement the targets, goals and tasks set out in the 2025-2030 term.

In the 2025-2030 term, the Provincial Party Committee has set a number of important targets. The province strives to achieve an average gross regional domestic product (GRDP) growth rate of about 10-10.5%; GRDP per capita by 2030 will reach about 6,700-7,500 USD. The growth rate of social labor productivity will reach about 6.5-7.5%/year; total social investment capital will account for 35-40% of GRDP.

In terms of society, the human development index strives to reach about 0.75; by 2030, there will be basically no more poor households...

Regarding Party building work, every year, over 90% of grassroots party organizations and party members are evaluated and classified as having completed their tasks well or better. The rate of new party members admitted annually in the 2025-2030 period will reach 3-4% of the total number of party members...

Speaking at the Congress, Permanent Deputy Prime Minister Nguyen Hoa Binh highly appreciated the achievements of the Party Committee and Government of Lam Dong province (merged from 3 provinces) in the 2020-2025 term. He affirmed that the merger of 3 provinces is a historic decision of the Central Government, opening up an unprecedented large development space for Lam Dong, converging the strength of the fertile plateau and dynamic coastal region. Lam Dong is rich in potential, has outstanding and distinct advantages in tourism, renewable energy and exploitation and processing of bauxite and titanium minerals... But to turn potential into economic growth reality, improve people's lives, Lam Dong cannot think in the old way. New opportunities require new vision, new political determination and breakthrough actions. This is the measure of the mettle and leadership capacity of Lam Dong Provincial Party Committee.

Comrade Nguyen Hoa Binh emphasized and suggested a number of issues for the Congress to discuss and decide. Among them, the work of building and rectifying the Party and a clean and strong political system must be given top priority, considering this the key task of the key; especially focusing on building a team of cadres up to the task.

The province focuses on leadership and direction so that the two-level local government model operates smoothly and effectively; takes advantage of new development space, exploits all potentials and outstanding opportunities, optimizes the efficiency of resource use to create economic breakthroughs; concentrates the highest resources to carry out the task of double-digit economic growth in the 2025-2030 period; cares for and improves people's lives.

Deputy Prime Minister Nguyen Hoa Binh especially emphasized two fundamental and extremely important areas: education and health. The Politburo has just issued two Resolutions No. 71/NQ-TW and 72/NQ-TW with many breakthrough solutions in these two areas, asking Party members to thoroughly grasp them and consider them as a command from the heart to act.

Lam Dong needs to make breakthroughs in administrative reform, improve the investment and business environment; pay attention to building and consolidating the national defense posture associated with the people's security posture, maintaining security, social order and safety, firmly protecting national border sovereignty in the province.

At the opening session, Lam Dong Provincial Party Committee Deputy Secretary Bui Thang announced the Politburo's Decision appointing the Executive Committee, Standing Committee, Secretary and Deputy Secretary of Lam Dong Provincial Party Committee for the 2025-2030 term.

According to Decision No. 2360-QDNS/TW dated September 15, 2025 of the Politburo, the Lam Dong Provincial Party Committee, term 1, 2025-2030, has 94 members, the Lam Dong Provincial Party Committee Standing Committee, term 2025-2030, has 24 members. Of which, Mr. Y Thanh Ha Nie Kdam was appointed to hold the position of Provincial Party Committee Secretary for the new term. The Deputy Secretaries of the Provincial Party Committee include Ho Van Muoi, Pham Thi Phuc, Dang Hong Sy, Bui Thang, and Luu Van Trung.

On behalf of the Provincial Party Executive Committee for the 2025-2030 term, Mr. Y Thanh Ha Nie Kdam affirmed that the Provincial Party Executive Committee, term 1, vows to unite, promote intelligence, devote all its efforts together with the entire Party Committee, armed forces and people, strive to successfully implement the goals and tasks determined by the Congress, build Lam Dong province by 2030 to become a fairly developed province of the country, one of the dynamic growth poles of the region in the era of national development.

The first Lam Dong Provincial Party Congress took place on October 10-11 with presentations and discussions to clarify and contribute to the draft Congress documents./.
