Secretary of State Marco Rubio said the State Department plans to discontinue other USAID functions because they are not consistent with the administration's priorities. According to Rubio, USAID's activities have deviated from its original mission, resulting in too few results while costing too much. USAID programs that will continue under the State Department's management include "humanitarian assistance, global health programs, strategic investments, and national security programs to some extent."

Jeremy Lewin, the US Department of Government Efficiency (DOGE) representative and a senior USAID official, said that essentially all positions that do not meet the regulations at USAID will be eliminated, adding that the agency's employees will begin receiving notices of reductions starting March 28. The dissolution of USAID will "significantly improve the efficiency, accountability, consistency, and strategic impact of the implementation of foreign aid programs - allowing the country and the President to have a unified voice on foreign affairs," according to Mr. Lewin.

Experts say the decision to completely dismantle a federal agency is expected to prompt legislative scrutiny. But other observers disagree, arguing that despite its limitations, the agency plays an important role in humanitarian relief and bolsters America’s soft power around the world .
