Two-level local government: Simplifying administrative procedures, reducing time and costs for people

After more than two months of operation, the local government at two levels in Dong Thap province has basically implemented smoothly, continuously, actively serving and reducing time and costs for the people.

Improve service quality

According to the assessment results of the People's Committee of Dong Thap province, after two months of operating the two-level local government model, all communes and wards have strictly followed the policies, leadership, direction and guidance of superiors on the implementation of organizational arrangement and administrative units. Local governments operate smoothly; public administrative services are maintained continuously and effectively.

To ensure continuity and help people access administrative services conveniently, communes and wards of Dong Thap province have established Public Administration Service Centers with a team of enthusiastic officers and employees to support people in carrying out administrative procedures.

Gia Thuan commune residents when coming to the Public Administration Service Center to carry out administrative procedures are enthusiastically guided by staff. Mr. Nguyen Phi Hung (Gia Thuan commune) shared that when coming to carry out administrative procedures, he was supported by the staff at the document reception counter to quickly resolve the documents, without wasting time waiting.

According to Mr. Huynh Thanh Toan, Chairman of Gia Thuan Commune People's Committee, in order to facilitate people in handling administrative procedures, the Party Committee and People's Committee of the commune have thoroughly grasped and requested the staff and civil servants of the Public Administration Service Center to receive people's documents quickly and process them on time; if any problems arise, they must promptly discuss directly or contact by phone to let people know, limiting the situation of overdue and prolonged documents. From July 1, 2025 to now, the Commune Public Administration Service Center has received 2,508 documents; processed 2,484 documents (reaching 99.04%) early and on time and is processing 24 documents (in the field of social pension benefits) within the time limit.

In My An Hung commune, the Public Administration Service Center has arranged civil servants at 5 reception counters to handle administrative procedures conveniently and effectively. Mr. Tran Trong Huu, Deputy Director of the Public Administration Service Center of My An Hung commune, said that after the center came into operation, the staff and civil servants always strived to serve the people best, fastest and limit travel time. When people come to do administrative procedures, they are received, processed quickly and enthusiastically.

Mr. Ho Thanh Tuan (a resident of An My Hung commune) excitedly shared that when he came to the Commune Administrative Service Center to do the procedures to inherit his family's land, he was enthusiastically supported by the officers in the land department and the procedures were quickly resolved.

Up to now, most of the Public Administration Service Centers of communes and wards in Dong Thap province have been operating stably, basically meeting the needs of the people; at the same time, creating positive changes in administrative reform, improving the quality of service for people and businesses.

Promote administrative reform

Up to now, the two-level local government model in Dong Thap province has been organized in accordance with regulations. Agencies in the provincial and communal political system have been established and operated to meet the requirements of leadership, management and administration at each level of government.

According to Mr. Tran Tri Quang, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Dong Thap province, determining that administrative procedure settlement is one of the key and important tasks in organizing the 2-level local government model, the Provincial People's Committee has issued a plan on comprehensive innovation in administrative procedure settlement, providing public services regardless of administrative boundaries; improving the quality of providing online public services, digital services for people and businesses, towards providing comprehensive, personalized and data-based online public services...

The organization and operation of the Public Administration Service Center at the commune level in Dong Thap province basically ensures stable and smooth operation, meeting the needs of administrative procedure settlement for local people and businesses. Technical infrastructure, equipment, internet connection and working space are invested synchronously.

Civil servants directly working at the commune-level One-Stop-Shop have gradually grasped the administrative procedure processing process, improving their sense of responsibility and service attitude. The operating software, the Electronic One-Stop-Shop System, and the Digital Signature System have been deployed uniformly to communes and wards to ensure effective support for receiving, circulating, processing, and returning results of administrative procedure records; serving digital signatures in the electronic environment, contributing to shortening the time for processing records and improving the legality of electronic documents.

In particular, to support people in accessing online public services, the province has established 1,890 community digital technology teams with the core force being union members, youth, students, etc. participating. The teams are on duty at public administrative service centers or headquarters of neighborhoods and hamlets to be ready to guide people on how to submit documents online, look up information or use tax declaration applications. Not only improving the process, Dong Thap also synchronizes the data system and management software from the commune level to the province. All public services are directly connected to the National Public Service Portal. This helps to significantly reduce the time for transferring documents and at the same time, making the processing progress transparent.

In addition, Dong Thap has announced a hotline at 0904.428193 to provide guidance on the operating model of the Public Administration Service Center; and at 0976.068475 to receive and provide guidance on citizen reception and handling of petitions, complaints and denunciations from people when implementing a two-level local government.

According to Chairman of Dong Thap Provincial People's Committee Tran Tri Quang, in the coming time, the province will continue to invest in upgrading the information technology infrastructure system; technical facilities to meet the operational requirements of commune-level authorities. Dong Thap will seriously continue to review, fully invest and propose drastic solutions for necessary conditions, especially digital signatures, digital certificates, personnel to support digitalization of "correct - sufficient - clean - alive" data... to effectively operate the Public Administration Service Center at commune and ward levels.

At the same time, the province continues to improve institutions and policies, overcome shortcomings; promote institutional reform, proactively and actively build a legal corridor for new issues and new trends to create opportunities for development, encourage creativity, and unlock resources.
