Chairman of the State Duma of the Federal Assembly of the Russian Federation visits Vietnam: A driving force to realize the high-level Vietnam-Russia agreement

On the occasion of the official visit to Vietnam by Chairman of the State Duma of the Federal Assembly of the Russian Federation Vyacheslav Volodin (September 28-29), Russian Ambassador to Vietnam Gennady Bezdetko shared about the importance of the visit in promoting the Russia-Vietnam Comprehensive Strategic Partnership.

Could you please tell us the significance and highlights of the visit to Vietnam on this occasion of the Chairman of the State Duma of the Russian Federation Vyacheslav Volodin ?

First of all, I would like to stress that the mechanism of regular and trustworthy political dialogue established between the two countries at all levels, including the highest level, plays an important role in ensuring the continuous development of the Russia-Vietnam Comprehensive Strategic Partnership.

This year started with the official visit to Vietnam by Russian Prime Minister MV Mishustin, during which the two sides reached important cooperation agreements through the roadmap until 2030. In May, General Secretary To Lam visited Russia and attended the 80th Anniversary of Victory in the Great Patriotic War. The two sides signed important bilateral agreements in the fields of oil and gas, education and humanitarian affairs.

Recently, on the sidelines of multilateral events in China, Russian President Vladimir Putin held talks with President Luong Cuong and Prime Minister Pham Minh Chinh. Recently, Russian delegations have visited Vietnam, including Secretary of the General Council of the All-Russian Political Party “United Russia”, and Vice Chairman of the Federation Council of the Federal Assembly of the Russian Federation VV Yakushev; Assistant to the President and Chairman of the Russian Maritime Committee NP Patrushev and Russian Minister of Health MS Murashko.

We also cannot fail to mention the Russian military delegation attending the 80th Anniversary of Vietnam's National Day and marching in a joint formation on Ba Dinh Square.

The upcoming visit to Vietnam by State Duma Chairman VV Volodin is a continuation of a series of bilateral contacts this year.

One of the main objectives of this visit is for the two countries’ parliaments to ensure the monitoring of the implementation of previously reached agreements in many areas, including trade and economy, energy, science and technology, education, culture and humanitarian exchanges. It is difficult to overestimate the importance of this monitoring activity by the two countries’ parliaments.

It is hoped that the meetings between the two leaders on this occasion will provide an excellent opportunity to discuss issues on the bilateral agenda and plan future goals. Notably, the visit takes place in the year when the two countries celebrate the 75th anniversary of the establishment of diplomatic relations, the 80th anniversary of the Victory in the Great Patriotic War of Russia and the Declaration of Independence of Vietnam.

How does the Ambassador assess the role of parliamentary cooperation in the Comprehensive Strategic Partnership between Russia and Vietnam? How will this role be carried out in the coming time?

Our two countries are linked by long-standing friendship and deep empathy. Vietnam is an important partner of Russia in Southeast Asia. We are proud of our great contribution to the victory of the Vietnamese people in their struggle for independence and freedom, as well as our support during the years of Vietnam's post-war reconstruction.

Russian-Vietnamese relations are diverse and are developing in the spirit of a comprehensive strategic partnership. Legislative cooperation certainly plays an important role. For example, in recent years, the Chairman of the Federation Council paid three official visits to Vietnam and the Chairman of the State Duma paid four official visits to Vietnam. The leaders of the Vietnamese National Assembly also visited our country many times.

The two sides have had contacts within the framework of multilateral parliamentary organizations. On April 6, on the sidelines of the 150th Inter-Parliamentary Union Assembly (Tashkent, Uzbekistan) and on July 30, within the framework of the 6th World Conference of Speakers of Parliaments (Geneva, Switzerland), Chairman of the Federation Council of the Russian Federation Parliament VI Matviyenko met with Chairman of the National Assembly Tran Thanh Man.

In April, Mr. Nguyen Manh Tien, Deputy Chairman of the National Assembly's Foreign Affairs Committee, and Ms. Doan Thi Thanh Mai, Deputy Chairman of the National Assembly's Economic Committee of Vietnam attended the International Forum of the Federal State "Great Heritage - Common Future" (Volgograd).

We attach great importance to the organization of the fourth session of the Inter-Parliamentary Cooperation Commission between the State Duma of the Russian Federation and the National Assembly of Vietnam within the framework of this visit. The two sides will have a comprehensive exchange of views on legislative activities, the implementation of the supervisory functions of parliamentary bodies and the adjustment of practical cooperation between the two countries in accordance with current geopolitical conditions.

What are the Ambassador's expectations for cooperation between the two countries' parliaments, both at the bilateral and multilateral levels?

We attach great importance to continuing close cooperation in multilateral organizations between the two parliaments, including the Inter-Parliamentary Union (IPU), the Asia-Pacific Parliamentary Forum (APPF), the Meeting of Speakers of Eurasian Parliaments and the ASEAN Inter-Parliamentary Assembly (AIPA). Cooperation between the two parliaments is based on similarities in approaches to contemporary issues.

Recently, State Duma Vice Chairman Sh.V. Kara-ool and National Assembly Chairman Tran Thanh Man met on the sidelines of the 46th AIPA in Kuala Lumpur (Malaysia). The two sides discussed prospects for cooperation through parliamentary committees and friendship groups, as well as concrete steps for cooperation in the fields of politics, economy, culture and education.

We wish to continue maintaining close relations between the two countries' parliaments, contributing to promoting the step-by-step implementation of agreements reached at the highest level, as well as strengthening the overall Russia-Vietnam Comprehensive Strategic Partnership, for the prosperity of the two countries and peoples, for peace and stability in the region as well as in the world.
