On the afternoon of October 5, Chairman of the City People's Committee, Head of the City Civil Defense Command Hanoi Tran Sy Thanh chaired in-person and online meetings with members of the Civil Defense Command Committee and leaders of 126 communes and wards to deploy response plans for storm No. 11, requiring absolute safety for the people.
Chairman Tran Sy Thanh said that the recent storm No. 10 brought very heavy and continuous rainfall, causing widespread flooding, exceeding historical levels in many places in the inner city, seriously affecting people's lives and city activities.
Mr. Tran Sy Thanh noted a number of issues that need to be learned from experience in responding to storm No. 11. In particular, the Chairman of the City People's Committee stated that forecasting and communication work must increase the frequency and quality of forecast bulletins and update weather situations specific to urban areas to help the government proactively come up with response plans.
Regarding the issue of responding to storms and floods, the Chairman of Hanoi requested relevant units to be flexible in situations to come up with safe and effective response solutions, while ensuring normal activities and avoiding disruption to people's lives.
The Chairman of Hanoi gave an example of letting civil servants, workers, and students take time off from work and school in the face of natural disasters. It is necessary to continuously and accurately update information from relevant agencies to come up with the most accurate and appropriate plan.
After storms No. 9 and No. 10, the Chairman of the City People's Committee assessed that the system's operation under the "4 on-site" principle had initially shown effectiveness. However, some situations that arose such as power outages, traffic paralysis, and communication interruptions required the completion of operational scenarios in emergency situations, even when telecommunications were paralyzed.
Along with that, the Chairman of Hanoi also said that it is necessary to strengthen the coordination mechanism between Hanoi and neighboring provinces in flood discharge, reservoir operation, and irrigation system regulation. Localities must proactively connect, not wait for instructions from above.
The police, military, construction, drainage, agriculture and education sectors responded very quickly, supporting evacuation, rescue and ensuring safety for people - especially students.
“In the long term, the city needs to continue to perfect disaster response scenarios at a higher level, ensuring the safety of people's lives and property, while maintaining stability and sustainable development of the capital,” Chairman of Hanoi People's Committee Tran Sy Thanh emphasized.
Chairman of Hanoi requested: “Time is running out; every hour and every minute determines the safety of the people of the capital. All heads of departments, branches, units and localities must grasp the situation and handle it right from the first hour, with the highest goal: ensuring safety for the people, minimizing damage to people and property, and protecting the safety of disaster prevention and control works.”
At the meeting, Mr. Nguyen Manh Quyen, Vice Chairman of Hanoi People's Committee, said that in response to the storm, Storm No. 11, for inner city areas, it is necessary to focus on handling flooded areas, fallen trees, and traffic regulation. For suburban areas, it is necessary to focus on checking the dyke system, embankments, ensuring production safety, electricity for daily life, and handling severely flooded areas.
Mr. Quyen also requested to consolidate forces and coordinate well to thoroughly handle situations. The Department of Industry and Trade and related sectors must proactively source goods, stabilize prices, and avoid natural disasters affecting people's lives.
