Speaking at the meeting of the Party Executive Committee of Saigon Ward, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc praised the results that the Party Committee of Saigon Ward achieved in the first 9 months of the year. In particular, he highly appreciated Saigon Ward for organizing the smooth operation of the two-level local government model, with a high rate of timely settlement of administrative procedures.

The Chairman of the Ho Chi Minh City People's Committee requested Saigon ward to continue promoting the achieved results, serving as a model for other localities.

In addition, the head of the Ho Chi Minh City government said that after a period of operating a two-level local government, some communes and wards realized that there was a situation of "both excess and shortage of staff" and a large backlog of documents. In addition, the site clearance work in some localities was delayed, affecting project progress and slowing down the disbursement of public investment capital.

The reality is that some localities have specialized staff at the department level but the commune People's Committee Chairman does not dare to make decisions. In some localities, the commune People's Committee Chairman has expertise but lacks department-level staff.

Saigon Ward is located in a key location with a fairly synchronous infrastructure. The Chairman of the Ho Chi Minh City People's Committee requested the ward to strengthen digital transformation and apply science and technology to continue effectively implementing the two-level local government model and effectively operating the Administrative Service Center.

Saigon Ward is also a place where financial centers, services and trade are strongly developed, so it is necessary to promote this advantage for socio -economic growth.

After successfully organizing the 1st Saigon Ward Party Congress, Mr. Duoc suggested that the ward quickly deploy 5 action programs to soon concretize the congress resolution with specific projects and works.
