National Assembly Chairman: Selecting officials 'some up, some down, some in, some out'

On the morning of September 24, Party Secretary and National Assembly Chairman Tran Thanh Man chaired the preparatory session of the 1st National Assembly Party Congress, term 2025-2030.

The congress was attended by 300 official delegates, who are typical party members representing 2,804 party members active in 11 party committees under the National Assembly Party Committee.

Of these, there are 41 ex-officio delegates and 259 delegates appointed by the Standing Committee of the National Assembly Party Committee.

At the preparatory session, the Congress elected the Presidium and the Congress Secretariat; elected the Delegate Qualification Examination Committee; and approved the Congress Agenda and the Congress Working Regulations.

The Congress listened to a report summarizing comments on the draft Political Report submitted to the Congress.

On behalf of the Document Subcommittee, Deputy Secretary of the National Assembly Party Committee Vu Hai Ha presented a summary report summarizing the results of soliciting opinions and receiving opinions on the Political Report submitted to the Congress. The draft Report has been completed four times to report to the Politburo.

Opinions at this meeting clarified the effectiveness and efficiency of operations when converting the Party Delegation model to the National Assembly Party Committee.

Clarifying the important contributions of the Party Delegation and the National Assembly Party Committee in the Central Executive Committee, the Politburo, and the Secretariat issuing policies and strategies to decide on important national issues.

The opinions also proposed solutions to strengthen coordination between the National Assembly Party Committee and Party Committees directly under the Central Committee, Party committees at the Central Committee, etc., especially in legislative work and deciding on important issues of the country, meeting the requirements of building and protecting the country in the new era.

Based on the direction of the Politburo, especially that of General Secretary To Lam, the National Assembly Party Committee directed the Document Subcommittee to study and comprehensively absorb opinions and submit them to the National Assembly Party Committee Executive Committee at the 5th Executive Committee Meeting.

The draft Political Report submitted to the Congress sets out specific directions, goals, and targets; puts forward four breakthrough development pillars for the coming term to propose 11 groups of tasks and solutions.

Special attention must be paid to the Party character in the National Assembly Party Committee.

Speaking at the end of the preparatory session, Secretary of the National Assembly Party Committee and Chairman of the National Assembly Tran Thanh Man stated that the country's overall achievements include important contributions from the National Assembly Party Committee and the National Assembly.

Since the beginning of the year, the National Assembly Party Committee has led the National Assembly and agencies to successfully organize the 9th extraordinary and regular sessions.

Thereby, the National Assembly has amended and supplemented the Constitution, promulgated a record number of laws and resolutions to promptly institutionalize the strategic policies and resolutions of the Central Committee and the Politburo, especially policies on rearranging provincial-level administrative units and organizing local governments according to the two-level model...

Regarding personnel work, the Secretary of the National Assembly Party Committee stated that this is the "key of keys". Cadres must have enough heart, enough capacity, enough virtue, enough talent, enough strength and must be enthusiastic about the work and the revolution.

Therefore, the Party Committee of the National Assembly, the Council of Nationalities, the Committees, and the State Audit must also review and select officials "whose positions go up, down, in, and out".

Cadres must not have a term-based mindset, must not have degradation in political ideology, ethics, or lifestyle; must be decisive, resolute, resolute, and determined to produce concrete products.

The National Assembly Chairman stated that the 1st National Assembly Party Congress is of utmost importance, shaping the strategic and epochal activities of the National Assembly, leading the country's development into a new era, an era of national growth.

He emphasized that special attention must be paid to Party spirit in the National Assembly Party Committee. Democracy must be promoted but must be unified and focused to promptly institutionalize the Party's policies.

According to the program, tomorrow morning (September 25), the Congress will hold an official session with the participation and direction of General Secretary To Lam.
