On October 2, the People's Committee of Can Tho City issued a plan to train and foster cadres, civil servants, and public employees (collectively referred to as cadres) in 2025, aiming to improve the quality of job positions and the effectiveness of socio -economic development. Especially to build human resources with management capacity, knowledge and digital skills to meet the requirements of operating a two-level local government.

Regarding domestic training, Can Tho City focuses on improving postgraduate qualifications. Prioritizing the following fields: science and technology, information technology, digital economy, logistics, processing industry, high-tech agriculture , education and training, specialized healthcare, construction, architecture, urban transport, commerce, culture, arts, resources and environment, digital transformation...
Meanwhile, training and development abroad are carried out according to programs and projects approved by competent authorities. Staff are encouraged to pursue postgraduate training under programs and full scholarships from foreign training institutions, with training majors suitable to their job positions and development orientations of agencies and units. In order to build a team of good leaders, managers, and highly qualified scientific and technical staff.
Improving qualifications abroad will focus on fostering knowledge, skills, experience in human resource management, policy making, administrative organization and international integration. Along with that are foreign language training programs, vocational skills training, technology application and transfer, and digital transformation.
Can Tho prioritizes training and fostering new commune-level cadres to meet the requirements of the tasks after the two-level local government comes into operation. The improvement of qualifications and expertise must come from the actual needs of the locality. Do not send cadres for training that are not included in the training plan, even in cases of self-financing.
Training and development forms can be flexibly selected such as centralized, semi-centralized, remote, online. The city will strictly handle cases of failure to complete learning tasks or failure to comply with regulations on training and development.
According to the plan of Can Tho City People's Committee, the training and development of cadres from the budget/funding of public service units has 17 PhDs, 26 level II specialists, 138 masters, 89 level I specialists. For self-funded funding, domestic training has 1 PhD, 4 masters, 4 level I specialists; foreign training has 2 PhDs, 1 master.
In addition, the city also plans to spend more than 4.7 billion VND from the city budget to train skills and expertise for officials, civil servants and public employees this year.
