Enterprises in Ninh Thuan province reflect that some newly issued regulations on environment and land have impacted and changed the settlement of investment procedures and need to be concerned and resolved.

At the regular Business Meeting in October 2024 organized by the Ninh Thuan Provincial People's Committee, businesses and investors reflected on the difficulties, obstacles and recommendations that Thap Cham Industrial Park does not have a centralized wastewater treatment system according to the provisions of the Law on Environmental Protection. This causes difficulties in the procedures for applying for new investment policies or increasing factory capacity.

In addition, many businesses mentioned difficulties, problems and recommendations related to procedures for registering new investment projects, land procedures, construction permits, and the environment due to the lack of consistency and synchronization in planning. Some new regulations on environment and land have been issued, affecting and changing the settlement of investment procedures, so they need attention and support from functional sectors.

In addition, businesses also reported some difficulties related to renting premises at fishing ports; receiving land use rights transfers and handing over premises to investors to carry out a number of projects.

At the conference, Mr. Tran Quoc Nam, Chairman of Ninh Thuan Provincial People's Committee, requested that departments, branches and localities strengthen coordination with enterprises to promptly resolve difficulties and problems, as well as listen to opinions and suggestions from enterprises and businessmen.

The Chairman of Ninh Thuan province assigned the Ninh Thuan Provincial Center for Investment, Trade and Tourism Promotion to coordinate with the Provincial Industrial Park Management Board to resolve difficulties at Thap Cham Industrial Cluster and Phuoc Nam Industrial Park; the Ninh Thuan Department of Natural Resources and Environment to advise on early resolution of difficulties and problems in site handover and site leasing; the Ninh Thuan Department of Planning and Investment to review and support enterprises on investment processes and procedures for projects.

Ninh Thuan Provincial People's Committee said that in the first 9 months of 2024, 45 petitions from businesses focusing on the fields of investment, tax, land, site clearance, environment, etc. were promptly and effectively resolved by the province.
Regarding corporate fiscal policies, Ninh Thuan has supported 6,433 businesses and business households with a total amount of VND389.8 billion, including a 2% reduction in value added tax for 6,025 cases with VND378.3 billion; a 30% reduction in land and water surface rent for 408 cases with VND11.5 billion...
