Chairman of the Provincial People's Committee Vuong Quoc Tuan: Striving to start construction of the Aeon Tan Tien project on December 19, 2025

BAC NINH - On the afternoon of October 3, Comrade Vuong Quoc Tuan, Alternate Member of the Party Central Committee, Chairman of the People's Committee of Bac Ninh province received and worked with leaders of AeonMall Vietnam Limited Liability Company and Newland Investment Joint Stock Company. Also attending were representatives of leaders of some provincial departments, branches, Tan Tien and Hap Linh wards.

Aeon is one of the largest retail trading corporations in the world with 179 joint ventures in and outside Japan. In Vietnam, Aeon has Aeon Vietnam Limited Liability Company and AeonMall Vietnam Limited Liability Company operating in the following fields: Investment in shopping centers, department stores and supermarkets, specialty stores, small and medium supermarkets, e-commerce.

Up to now, Aeon has had 8 shopping malls operating in Vietnam, located in provinces and cities such as: Hanoi, Ho Chi Minh City, Binh Duong , Hai Phong, Hue, Tay Ninh. In addition to the localities that already have AEON shopping malls, AeonMall has signed a memorandum of understanding to study and invest in shopping malls with a number of localities, including Bac Ninh province.

For example, AeonMall is coordinating investment in a commercial center project combined with office business and tourism activities in Tan Tien ward with an area of ​​over 76 thousand square meters, total investment of nearly 4 thousand billion VND. To date, the project has completed land procedures, environmental impact assessment; and is in the process of appraising the feasibility study report.

In addition to the project in Tan Tien ward, AeonMall Vietnam is researching investment in a project in Hap Linh ward.

At the meeting, Mr. Nakagawa Tetsuyuki, General Director of AeonMall Vietnam Co., Ltd., deeply thanked the provincial leaders and delegates of Bac Ninh province for taking the time to receive the delegation. He highly appreciated the support and companionship of the province throughout the project implementation process, thanks to which the Company has achieved remarkable results.

Currently, AeonMall Vietnam is focusing on implementing the industry strategy and tenant strategy with the goal of completing these important items by the end of this year. However, the progress has not yet met expectations. After completing the above tasks, the Company will urgently submit the application for project approval. The cause of the delay comes from both objective and subjective factors. Given this reality, the Company is making every effort to speed up the progress to make up for the recent interruption and ensure the project is implemented as soon as possible.

On the side of Newland Investment Joint Stock Company (the unit that won the auction for commercial service land in Tan Tien ward), the company representative informed that the unit is cooperating with AeonMall Vietnam to implement commercial center projects. Newland Investment Joint Stock Company is expected to complete site clearance and legal procedures in November, handing over to AeonMall Vietnam to implement the next steps in Tan Tien ward.

Along with the progress information, AeonMall Vietnam Co., Ltd. has proposed a number of contents to remove difficulties and promote the progress of project implementation. Specifically, the Company requested the Department of Construction to promptly issue the results of the Feasibility Study Report appraisal to serve as a legal basis for the next steps. At the same time, it requested the Bac Ninh Provincial Police to guide the investor to complete the dossier for granting a license to approve the fire prevention and fighting design, ensuring compliance with safety regulations before construction.

In addition, the Company requests the Department of Finance to support and guide the procedures for adjusting the project scale, issuing the investment registration certificate and transferring the project to AeonMall Vietnam. In addition, the Company hopes that the relevant departments, branches and agencies will continue to coordinate and create favorable conditions for the investor to complete the necessary legal procedures, and at the same time support the implementation of site leveling, contributing to ensuring the progress of the project implementation according to the plan.

Speaking at the conference, comrade Vuong Quoc Tuan thanked the businesses for choosing Bac Ninh as an investment destination. He emphasized that Bac Ninh is striving to become a centrally-run city before 2030, so attracting high-quality service projects, especially commercial centers, is of interest to the province. In the past time, the provincial leaders have met and discussed frankly with businesses many times to remove difficulties and promote the progress of project implementation. Bac Ninh people have high expectations for the presence of Aeon commercial center, so the province clearly identifies its responsibility in realizing this project soon.

He shared with the investors that the project's progress is still slow due to some objective factors. After this working session, the province will set a specific timeline to direct relevant departments and branches to coordinate clearly and synchronously, towards the common goal of the project. Regarding the name, he suggested that AeonMall Vietnam research and choose a name suitable for the new location, helping people to easily recognize and attach to it.

He emphasized that the project in Tan Tien ward has a long preparation process, so it is necessary to agree on the official start date on December 19, 2025. To achieve this goal, the province is committed to putting all related administrative procedures into the "green channel", receiving and processing documents quickly. He directly directs the contents related to fire prevention and fighting, and at the same time assigns responsibility to the relevant agencies to coordinate in resolving the remaining procedures. During the implementation process, if there are any problems, AeonMall Vietnam is requested to promptly inform the province so that it can have a solution.

He also requested the investor to speed up construction progress, shorten implementation time, and strive to put the project into operation in more than one year of construction.
