The draft Political Report of the Central Military Commission has identified many comprehensive policies and solutions covering the content of building a politically strong Army. Within the framework of my discussion, I would like to emphasize and clarify the following three main solutions:

This is the most core issue to build a politically strong Army. Away from the Party's leadership, the Army will lose its political direction in construction and combat. Accordingly, it is necessary to focus on improving the leadership capacity and fighting strength of Party organizations, promptly perfecting synchronous Party organizations, in accordance with the adjustment of the Army's organization. Building a clean and strong Party organization of the Army. Strengthening the role of the Central Military Commission in leading and directing the implementation of military and defense tasks. Continuing to be proactive and take the lead in protecting the Party's ideological foundation, fighting against erroneous and hostile viewpoints, and maintaining the Party's ideological position in the Army. Having breakthrough solutions in building political and spiritual factors, ensuring that soldiers "dare to fight, know how to fight, are determined to fight and defeat" all enemies.

Practice has proven that ideological work plays a leading role in the career of building, fighting and maturing the Army, has a very broad content, and has a profound and direct impact on the thoughts, feelings and beliefs of the troops. Therefore, this work needs to be carried out regularly and continuously by the entire army, in accordance with each type of unit, each affected object and in each specific condition and circumstance.

I express my high agreement when the first task and solution in building a politically strong Army is identified in the Draft Political Report as: "Focusing on building and promoting the political and spiritual factors of cadres and soldiers". That requires Party committees and commanders of units to strengthen political education and ideological leadership, constantly raise awareness, foster ideals, beliefs, mettle, stance, and revolutionary ethics for cadres and soldiers; ensure that the entire army is always ready to fight and sacrifice for revolutionary ideals; not wavering or faltering in the face of difficulties, hardships, and dangers. At the same time, resolutely fight to prevent all signs of degradation in political ideology, ethics, and lifestyle among cadres, Party members, and the masses.

Party committees and commanders of all military units need to closely coordinate with local Party committees and authorities to determine the content, form and methods of mass mobilization work; focus on helping people develop their economy, culture and society, especially those in remote, isolated, particularly difficult areas and strategic areas; continue to promote the core role in preventing, combating and overcoming the consequences of natural disasters and epidemics, search and rescue (considering this a combat mission in peacetime, an order from the hearts of officers and soldiers).

I am particularly pleased that the Draft Political Report identifies: “Promoting the cultural values ​​of Uncle Ho’s soldiers in the new period” as one of the breakthrough contents of the next term. This is the solution to elevate the cultural values ​​of Uncle Ho’s soldiers that generations of officers and soldiers of the Army have worked hard to cultivate over the past 80 years; at the same time, it is also a high requirement for the entire army to preserve and constantly promote the qualities of Uncle Ho’s soldiers, so that the cultural values ​​of Uncle Ho’s soldiers not only spread to the people in the country, but also to international friends.
