The coordination between the Department of Justice and the Military Command of Quang Ninh province is the "golden key" to ensure the success of the implementation of Project 1371. From 2021 to now, the two units have jointly advised the Provincial People's Committee to issue many directive documents and plans to implement the project in a systematic and synchronous manner. Notably, Resolution No. 110/2022/NQ-HDND of the Quang Ninh Provincial People's Council identifies Project 1371 as one of 11 key topics to improve the effectiveness of legal dissemination and education (LED) in the period 2022-2025. Annual programs and plans are developed in detail, close to reality, ensuring synchronous implementation from the provincial to grassroots levels, with special attention to difficult areas such as border areas, islands and ethnic minority areas. One of the bright spots in implementing Project 1371 in Quang Ninh province is the diverse, creative and people-friendly legal propaganda programs, contributing to raising awareness of law compliance in the community, building a law-abiding society, and strengthening national solidarity.

To promote the results achieved, we will strengthen coordination and at the same time recommend the Provincial People's Committee to prioritize budget allocation, ensuring that propaganda programs are implemented continuously and effectively, especially in key areas such as borders and islands, where travel conditions and access to information are still difficult. Don't be complacent with the results achieved.

Every year, the youth union at all levels in Quang Ninh province coordinates to organize more than 250 legal propaganda sessions, attracting more than 20,000 union members and young people to participate. Propaganda and legal dissemination work is also carried out through coordinated activities of visiting and encouraging families of young people preparing to join the army; supporting loans and creating jobs for demobilized soldiers; praising many typical advanced examples, creating a widespread influence in society. Thereby, contributing to raising awareness and responsibility of young people for the task of protecting the Fatherland. Specifically, in the period of 2023-2025, the whole province has nearly 1,800 cases of voluntary military enlistment.

We determine that only when people are well-off, have a developed socio-economy, and children are fully educated can we effectively propagate and mobilize people to comply with the law. Therefore, the implementation of Project 1371 of the unit is always closely linked to the task of helping people develop the economy, eliminate hunger, reduce poverty, and build new rural areas. Some models of hunger eradication, poverty reduction, and helping people develop the economy have brought about effectiveness, such as: "Typical border residential area" in Pac Cuong village, Hoanh Mo commune of Forest Farm 156; the model "Developing fruit orchards, combining with developing poultry farming for households" in Coc Ly village, Hoanh Mo commune of Forest Farm 155; especially the garden-pond-cage-forest model of Mr. Bui Van Thoan's family in Hai Son commune with the help of Forest Farm 42...

Implementing Project 1371, every year, Regiment 213 sends cadres to participate and organize training courses for cadres on legal dissemination and education. After that, we organize trial propaganda and sample propaganda to gain common experience for the unit's legal dissemination staff. Regarding content, we focus on selecting practical regulations that are directly related to the rights and obligations of the people, cadres and soldiers. In particular, we coordinate with local authorities to transfer data on internal regulations and rules of all levels into the software for learning and testing legal knowledge.

Thanks to that, the socio-economy in the area has gradually stabilized and developed, the poverty rate has gradually decreased, people's lives have been improved, national defense and security have been ensured. A typical example is the movement "All people participate in protecting territorial sovereignty and national border security" which has always received enthusiastic participation from people of all ethnic groups in the commune. Thereby, many typical examples have appeared that have been recognized, commended and rewarded promptly by all levels and sectors.
