National Assembly Chairman Tran Thanh Man said that the 36th Session took place after the National Assembly Standing Committee held a specialized legal session in August 2024 and the upcoming Conference of full-time National Assembly Deputies (from August 28-30) will discuss draft laws to be submitted to the National Assembly at the 8th Session.
Regarding legislative work, the National Assembly Standing Committee will give its first opinions on three draft laws: the Law on Electricity (amended); the Law on amending and supplementing a number of articles of the Law on Technical Standards and Regulations; and the Law on amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army.
In addition, the addition of the draft Law on amending and supplementing a number of articles of the Law on Health Insurance and the draft Law on Disease Prevention to the Law and Ordinance Development Program was also considered and decided at the meeting.
The National Assembly Chairman emphasized that if the Government prepares well and the discussion process at the National Assembly reaches a high consensus, the Draft Law on amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army will be submitted to the National Assembly for consideration and approval according to the process at one session and according to the shortened order and procedures. The Draft Law on Electricity (amended) will be submitted to the National Assembly for approval at the 8th session according to the process at one session.
The National Assembly Chairman requested that the drafting and reviewing agencies must, from now on, prepare very carefully and review many rounds to ensure quality.
The National Assembly Chairman emphasized the requirement: For the Law Projects that have been added to the Law and Ordinance Development Program, it is recommended that the drafting agencies prepare very carefully; the reviewing agencies review according to the correct procedures and regulations. Issues that are mature and clear should be included in the Law, and issues that are not mature, unclear, or have not been proven by practical testing should continue to be studied. Do not skip the steps according to the procedures of the Law on Promulgation of Legal Documents because of the urgent time.
The National Assembly Chairman noted that in the near future, there will be a law amending many laws, so the issue of law-making must be carefully reviewed; leaders of ministries must consider each clause, each article, each chapter, and cannot delegate the task to a certain department or division. “There are still 3 sessions of the National Assembly, so we must do it carefully and firmly. Any law that is issued must ensure quality and longevity,” National Assembly Chairman Tran Thanh Man further emphasized.
Regarding supervision work, the National Assembly Standing Committee spent 1.5 days organizing questioning and answering activities of National Assembly deputies on the implementation of the thematic resolution on questioning from the beginning of the term to the end of 2023 related to 9 fields in two groups: socio-economic (industry and trade, culture, sports and tourism, agriculture and rural development) and internal affairs (justice, internal affairs, security and order, inspection, court, procuracy).
The question and answer session will be televised and broadcast live for voters to follow. The National Assembly Standing Committee will pass a resolution to serve as a basis for agencies to implement and monitor.
At the meeting, the National Assembly Standing Committee reviewed the report of the Supervisory Delegation and approved the National Assembly Standing Committee's thematic supervision resolution on "Implementation of policies and laws on innovation of the organizational and management system, improving the quality and efficiency of public service units in the 2018-2023 period". After discussion, the National Assembly Standing Committee will vote to approve the draft resolution on this thematic supervision.
The National Assembly Standing Committee also commented on the draft Supervision Plan and the report outline of the National Assembly Standing Committee's Supervision Delegation on "Implementation of policies and laws on development and use of human resources to meet the requirements of socio-economic development, especially high-quality human resources"; reviewed the National Assembly's report on people's petitions in July 2024.
Regarding the decision on important issues, the National Assembly Standing Committee considered and approved the draft Resolution of the National Assembly Standing Committee stipulating a number of contents related to the resolutions of the National Assembly Standing Committee on urban classification, standards of administrative units and classification of administrative units, arrangement of district-level and commune-level administrative units in the 2023-2030 period to implement the arrangement of urban administrative units in the 2023-2025 period.
Along with that, the National Assembly Standing Committee gave opinions on the organization of the National Assembly Forum on supervisory activities; considered and approved the Prime Minister's proposal on the appointment of the Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam; considered and decided on the supplement to the 2024 state budget estimate of the Ministry of Health.
Emphasizing the large workload of the session, with many difficult, complicated and demanding contents, the National Assembly Chairman requested that agencies report briefly and clearly within the allowed time; members of the National Assembly Standing Committee focus on speaking directly to the point; focus on discussing important issues with different opinions; ensure the progress and quality of the session. This is also a step of "early, remote" preparation to ensure the quality and effectiveness of the 8th Session.
Emphasizing the large workload of the session, with many difficult, complicated and demanding contents, the National Assembly Chairman requested that agencies report briefly and clearly within the allowed time; members of the National Assembly Standing Committee focus on speaking directly to the point; focus on discussing important issues with different opinions; ensure the progress and quality of the session. This is also a step of "early, remote" preparation to ensure the quality and effectiveness of the 8th Session.
At the same time, it is recommended that the Government direct ministries and branches to ensure the progress of preparing draft laws according to requirements, avoiding the situation of registering for the program but not preparing in time, leading to having to adjust the meeting program, affecting other contents.
