Changes in civil enforcement work

The provincial THADS enforcement officer coordinated with relevant agencies to implement professional measures to enforce judgments in Sam Son ward.

The focus is Regulation No. 132-QD/TW dated October 27, 2023 of the Politburo on "Controlling power, preventing and combating corruption and negativity in investigation, prosecution, trial and execution activities", Resolution No. 96/2019/QH14 dated November 27, 2019 of the National Assembly on "Prevention and combat of crimes and law violations, work of the People's Procuracy, People's Court and execution work", Resolution No. 23-NQ/BCSĐ dated March 29, 2022 of the Party Committee of the Ministry of Justice on "Leading the implementation of key tasks of THADS, monitoring the execution of administrative judgments in the period 2022-2026". Along with that, closely following the directives of the Ministry of Justice, the THADS Management Department, the Provincial THADS Steering Committee on the implementation of THADS tasks, the Provincial THADS has proactively developed a work plan for 2025 as a basis and target for the industry. At the same time, assigning THADS targets and tasks, monitoring the execution of administrative judgments to specialized and professional departments.

With the spirit of "discipline, responsibility, effectiveness and efficiency", the provincial THADS has strengthened its leadership and direction in implementing many solutions to improve the quality and effectiveness of THADS work, especially effectively resolving corruption, credit and banking cases of great economic value under the supervision and urging of the Provincial Party Committee's Internal Affairs Committee. Along with focusing on directing the verification and classification of cases accurately and in accordance with the law, the provincial THADS continues to innovate the activities of the bad debt settlement team in recovering debts of credit institutions and banks, in conjunction with taking the effectiveness of the execution of judgments as a measure of the level of task completion. At the same time, regularly inspect, supervise, publicize and make transparent the implementation of regulations on verifying conditions for execution of judgments; promote the activities of the interdisciplinary team to resolve pending cases, and focus resources to resolve each specific case. On the other hand, the provincial THADS thoroughly grasps the viewpoint of promoting the sense of responsibility of enforcement officers, cadres and civil servants, especially promoting the role of the leader. Implementing the management motto of "orienting towards the grassroots", the unit also requires the team of enforcement officers, cadres and civil servants to regularly follow the assigned areas and fields, closely follow the reality, promptly remove difficulties and obstacles in enforcement activities.

From October 2025 to June 2025, the provincial THADS agencies handled 20,185 cases, an increase of 866 cases compared to the same period in 2024. The total number of cases to be executed was 19,971, an increase of 2,208 cases compared to the same period in 2024. Of which, the number of cases with conditions for execution was 15,878, accounting for 79.51% of the total number to be executed. In terms of money, the total amount to be executed was more than VND 4,534 billion, an increase of about VND 1,165 billion. Of which, the number with conditions for execution was more than VND 2,900 billion, accounting for 63.97% of the total number to be executed; the number without conditions was VND 1,524 billion. Along with that, there were 429 criminal cases on corruption and economics that had to be executed, with an amount of VND 293,444 billion. Through review and classification, there are 261 cases with conditions for implementation, with an amount of 204,912 billion VND.

On the basis of respecting the law, promptly protecting the rights and interests related to the State, the People and organizations and enterprises, the Provincial THADS has directed specialized and professional departments and enforcement officers to verify and classify cases. Therefore, the Provincial THADS agency has completed 10,932 cases, an increase of 836 cases compared to the same period in 2024, reaching a rate of 68.85%. In terms of money, the unit has completed more than 1,330 billion VND, an increase of 797,236 billion VND compared to the same period in 2024. It is worth noting that the Provincial THADS has completed 113 cases related to criminal cases on corruption and economics, with an amount of 79,593 billion VND.

The "telling" numbers show clear changes in the quality and effectiveness of the THADS work of the provincial THADS. This is a cumulative step for the provincial THADS to complete the targets and tasks assigned by competent authorities in 2025. The results in THADS work not only protect the rights and interests of the State, the People, organizations and enterprises, but also contribute positively to ensuring social order and safety, creating a favorable environment for the socio-economic development of the province.
