Digital Transformation: It's Time to Turn Actions into Real Results

Deputy Prime Minister Nguyen Chi Dung emphasized that along with speed, digital transformation must create practical values ​​and make clear contributions to socio-economic development.

On the morning of October 21, in Hanoi, the Ministry of Science and Technology (MOST) organized a program to celebrate National Digital Transformation Day 2025 with the theme "Digital transformation: Faster - more effective - closer to the people" .

Speaking at the opening of the program, Associate Professor Dr. Vu Hai Quan - Permanent Deputy Minister of Science and Technology - shared that if the first years were a story about "awareness", "foundation", and "data", then in 2025, digital transformation will tell a different story, a story that goes into depth and substance.

According to the Deputy Minister of Science and Technology, from the initial confusion, now through the National Digital Transformation program, digital transformation has been spread, entering all aspects of people's lives, applied in every family from the most familiar platforms such as VneID, to calls, Zalo messages, initial online public services...

“But it doesn't stop there, now is the time for digital transformation to accelerate and be optimized to achieve the ultimate goal of serving the people, economic growth, increasing labor productivity and solving major national goals,” Deputy Minister Vu Hai Quan emphasized.

Up to now, the digital transformation has left impressive initial results, recognizing the efforts of the entire system.

Regarding digital infrastructure, the broadband telecommunications network has covered 99.3% of villages and hamlets nationwide; mobile internet speed reached an average of 146.64 Mbps - ranked 20th in the world; 5G network has also begun to be deployed, reaching 26% coverage.

Regarding digital government and online public services, the rate of online public services used by people has increased, with the entire process of online settlement reaching nearly 40%, 9 times higher than in 2019. Vietnam's digital government ranking according to the United Nations assessment also increased by 15 places compared to the previous announcement (2022).

Regarding the digital economy, the IT industry's revenue in 2024 will reach about VND2,772 trillion (equivalent to nearly USD118 billion), up 24% over the previous year. Hardware and electronics exports will increase by 29%. The digital economy currently accounts for about 14-15% of GDP and is moving towards the target of 20% of GDP by 2025.

In addition, many national digital platforms and basic digital services have been put into use. The COVID-19 pandemic is a once-in-a-century push for digital transformation, allowing Vietnam to build important platforms such as the Government Online Meeting System, the National Population Database, the Land Database, the National Public Service Portal, etc. In particular, the electronic identification and authentication infrastructure has been formed, creating a foundation for people to conduct safe and convenient electronic transactions in the future.

Institutions and policies on digital transformation are increasingly being improved, demonstrating the highest determination of the entire political system. Specifically, the Law on Digital Transformation is being built, aiming to create a solid legal corridor for the comprehensive digitalization process.

2025 is a pivotal year, ending 5 years of implementing National Digital Transformation and opening phase 2 (2026-2030). The Ministry of Science and Technology determined that the new phase must focus on substance, creating real impacts on the economy and society, instead of just stopping at intermediate results.

Speaking at the program, Deputy Prime Minister Nguyen Chi Dung emphasized that although many achievements have been made, the digital transformation journey ahead still faces many difficulties and many things that need to be done. The Deputy Prime Minister pointed out that many policy mechanisms are not synchronized, have not yet reached international standards, digital infrastructure and data are still scattered, data sharing between agencies is still limited, there is a shortage of digital technology human resources, especially high-quality human resources...

“It is time for us to strongly transform ourselves, from thinking to action, from digitalization to creating digital values, turning actions into real results, ” Deputy Prime Minister Nguyen Chi Dung directed.

At the event, delegates contributed many ideas to discuss solutions to promote digital transformation faster, more effectively and closer to the people, associated with decentralization, delegation of power and implementation of a two-level government model.

The Ministry of Science and Technology also honored collectives and individuals with good, proactive, creative and decisive ways of doing things in the national digital transformation process. In particular, the honored collectives and individuals include the People's Committee of Da Nang City, the People's Committee of Hue City, Phuong Duc Commune (Hanoi City), Bai Chay Ward (Quang Ninh Province), teacher Nguyen Thi Thu Hien (Principal of Huong Sen Kindergarten, Nong Tien Ward, Tuyen Quang Province), Mr. Le Cong Thanh (Tu Liem Ward, Hanoi City).

Also at the program, the Ministry of Science and Technology announced the results of the Digital Transformation Index (DTI) ranking in 2024 of provinces and centrally run cities. The annual DTI index is considered an important basis reflecting the level of readiness and effectiveness of digital transformation implementation nationwide.
