Perfecting the legal framework to protect children online

Discussing at Group 9 (including National Assembly delegations from Hung Yen and Hai Phong provinces), delegates proposed that the Government direct and perfect the legal framework and technical tools to protect children in the online environment.

Strengthening and expanding the team of collaborators working with children

Highly agreeing with the Government's report and the Inspection Report of the Economic and Financial Committee, National Assembly Deputy Nguyen Thi Mai Thoa (Hai Phong) expressed interest in the cultural and social fields.

The delegates noted that the management, protection and promotion of cultural heritage values ​​were given attention, many traditional cultural values ​​and cultural heritages of the nation were inherited, preserved and promoted. Cultural, artistic and sports activities were widely organized, contributing to meeting the enjoyment needs of the people; in particular, in 2025, many cultural events attracted great public attention and also achieved remarkable economic values.

Regarding the education sector, delegate Nguyen Thi Mai Thoa stated that many important policies and guidelines have been issued, creating breakthrough changes to improve the quality of education and training. In addition, the legal policy system related to social security has also been supplemented and improved, creating trust and support from the people.

Besides, delegate Nguyen Thi Mai Thoa suggested that the Government continue to pay attention to solving and handling a number of existing problems in the socio-cultural field.

Specifically, the problem of violence and child abuse, especially online and in school environments, remains very complicated; fraud against young people, children and the elderly on social platforms is increasing and has not been dealt with decisively.

Therefore, delegates proposed that the Government direct more drastic solutions to address the above issues.

In particular, strictly control the child care situation in non-public nurseries and preschools and improve the capacity of the local child protection system.

Complete the legal framework and technical tools to protect children online; strengthen and expand the team of collaborators working with children, ensuring that this team is trained in professional skills and handling intervention situations when problems arise.

Delegates also proposed paying attention to supporting people, especially the elderly, in accessing services, information technology, digital transformation and performing online public services.

Continue to develop and expand the network of elderly care facilities and have stronger incentive policies on land, taxes, and credit for investment projects in this field.

Research to continue raising social assistance standards closer to the income poverty line and soon issue policies for poor households without the ability to work, expanding the eligible subjects to receive care at social assistance facilities.

Completing national digital infrastructure and data is a key task.

Concerned about the field of digital transformation, National Assembly Deputy Nguyen Thi Viet Nga (Hai Phong) pointed out that the quality of human resources and innovation are still inherent weaknesses; information technology infrastructure and digital transformation are still bottlenecks; many public service portals and electronic administrative data systems are not user-friendly.

The delegate also said that according to people's feedback, network congestion leading to slow access or system errors still occurs frequently, especially during peak periods of land registration, tax payment, and administrative declaration.

On the other hand, many localities do not have a team specialized in digital transformation with sufficient capacity, so the implementation is sometimes formal and lacks connection and synchronization.

“If this problem is not promptly resolved, it will be a major obstacle to administrative reform and digital economic development,” delegate Nguyen Thi Viet Nga emphasized.

In the coming time, especially in the 2026 - 2030 period with the goal of achieving double-digit growth, delegate Nguyen Thi Viet Nga said that it is necessary to pay special attention to information technology development; considering the completion of digital infrastructure and national data as a key task and an independently monitored target with clear assessment and quantification criteria.

To do this, delegates proposed that it is necessary to invest in large data centers and prioritize key economic zones. At the same time, developing a digital human resource network at the provincial and district levels is also very important; it is necessary to promote digital skills training for officials and civil servants in the entire administrative system. Specifically, the Government is studying a mandatory digital competency assessment mechanism for those working in state administrative agencies similar to international vocational skills standards.

Concerned about the disbursement progress of national target programs in recent times, National Assembly Delegate Doan Thi Thanh Mai (Hung Yen) pointed out that the disbursement progress is not high.

Accordingly, the estimated disbursement for each program by July 31, 2025: The national target program for socio-economic development in ethnic minority and mountainous areas reached 46% of the plan; the national target program for sustainable poverty reduction reached 42% of the plan; the national target program for new rural construction is estimated to reach 56% of the plan.

Thus, it will be necessary to continue to allow the transfer of unimplemented capital sources to 2026. Therefore, delegate Doan Thi Thanh Mai suggested that the implementation of national target programs in the coming time must carefully consider the mechanism and resource allocation to ensure the disbursement progress is achieved. The Government must especially carefully review and identify the difficulties in the recent past in order to find solutions to overcome them.

Concerned about the issue of removing the IUU “yellow card”, delegate Doan Thi Thanh Mai suggested that the Government should identify and review the difficulties and obstacles and take more appropriate measures to resolutely handle the issue of removing the “yellow card” in the coming time. Thereby, ensuring the maximum utilization of the huge resources in exporting seafood to international markets, creating conditions for people working in jobs related to seafood in difficult areas.
