At the Program to Welcome National Digital Transformation Day 2025, the Ministry of Science and Technology (MOST) announced the results of the Digital Transformation Index (DTI) in 2024.
According to the announcement of the Ministry of Science and Technology , the national DTI in 2024 will reach 0.7955, an increase of 8.6% compared to 2023 (0.7326) - a faster growth rate than the previous year.
In 2024, Vietnam jumped 15 places in the United Nations e -Government rankings, ranking 71/193 countries.
At the provincial level, the DTI value in 2024 reached 0.6961, an increase of 2.6% over the previous year. All three pillars recorded significant changes: Digital Government reached 0.7582, an increase of 4.7%; Digital Economy reached 0.7723, an increase of 13.3%; Digital Society reached 0.7692, an increase of 13.4%.

Hanoi is the leading locality in the country in terms of transformation level with a DTI value of 0.8241, ranking first in 4 main indicators including Digital Awareness, Digital Institutions, Digital Economic Activities and Digital Social Activities. Followed by Thua Thien Hue (0.7951), Hai Phong (0.7857) and Ho Chi Minh City (0.7770).

The three localities at the bottom of the table with DTI values ranging from about 0.5 to nearly 0.6 are Cao Bang, Quang Tri and Hung Yen. This ranking is calculated based on the average value of the main DTI indicators of the provinces and cities before the merger.
2025 marks the fifth time the Digital Transformation Index (DTI) has been published, aiming to monitor and evaluate in a substantial and objective manner the digital transformation results of ministries, branches and localities across the country.
DTI plays an important role as an important tool to reflect the digital transformation implementation capacity of each locality, while helping provinces and cities clearly identify strengths and weaknesses to have a basis for more effective improvement.
Data used to calculate DTI is collected and evaluated online, combining automatic measurements and reports from ministries, branches and localities, and then independently assessed. This process helps ensure accuracy, transparency and minimizes administrative procedures in the process of synthesizing and publishing results.
The new DTI criteria set is expected to be issued in the fourth quarter of 2025. On that basis, the Ministry of Science and Technology will organize the 2025 DTI assessment for the ministries and 34 provinces and cities after the merger, with the results expected to be announced in the first quarter of 2026.
