All levels, sectors and localities in the province have implemented many solutions to develop digital government, focusing on building digital infrastructure, platform systems and developing data to modernize the administration, improve the effectiveness and efficiency of management of state agencies.

The Department of Science and Technology ( KH&CN ) has proactively advised the Provincial People's Committee ( PPC ) to issue: Plan No. 1848/KH-UBND dated June 23, 2025 to promote interconnected, synchronous, fast, and effective digital transformation to meet the requirements of organizing the government apparatus according to the 2- level model in Cao Bang province (urgent period until June 30, 2025); Plan No. 1919/KH-UBND dated June 26, 2025 to promote interconnected, synchronous, fast, and effective digital transformation to meet the requirements of organizing the government apparatus according to the 2-level model (breakthrough period from July 1, 2025 to December 31, 2025). The issuance of these two plans has ensured the inheritance and flexible adaptation of the operations of the 2- level government in the province in each period.

To ensure that the two-level government operates effectively and meets the requirements of the tasks, the Department of Science and Technology needs close coordination from the central to local levels to provide maximum support to localities in training, fostering, and coaching on science, technology, innovation, and digital transformation to the commune level. Maintain and upgrade software systems to ensure continuous, stable, and smooth operations. Propose to the Ministry of Science and Technology to support Cao Bang province with funding to equip communes to meet the operational needs of the two-level government to ensure stable and effective operations./.
