All levels, sectors and localities in the province have implemented many solutions to develop digital government, focusing on building digital infrastructure, platform systems and developing data to modernize the administration, improve the effectiveness and efficiency of management of state agencies.

The Department of Science and Technology ( KH&CN ) has proactively advised the Provincial People's Committee ( PPC ) to issue: Plan No. 1848/KH-UBND dated June 23, 2025 to promote interconnected, synchronous, fast, and effective digital transformation to meet the requirements of organizing the government apparatus according to the 2- level model in Cao Bang province (urgent period until June 30, 2025); Plan No. 1919/KH-UBND dated June 26, 2025 to promote interconnected, synchronous, fast, and effective digital transformation to meet the requirements of organizing the government apparatus according to the 2-level model (breakthrough period from July 1, 2025 to December 31, 2025). The issuance of these two plans has ensured the inheritance and flexible adaptation of the operations of the 2- level government in the province in each period.

In particular, in the work of reviewing and upgrading the shared information system, the Department of Science and Technology has performed well: The administrative procedure settlement information system operates stably; providing: 639 full-process online public services, 1,136 partial online public services. The system has been configured and tested for connections with the interconnection axis, security server, national population database, VNeID, and interconnections with ministries and branches.

Complete SSO connection ( SSO is a central service that applications rely on when users log in ) with the VNeID electronic authentication and identification system and SSO with the National Public Service Portal. Integrate the digital signature feature and connect with the eSign Portal so that people can sign digitally. The system ensures synchronization of file status on the national public service portal and makes online payments. online, through the National Public Service Portal, online intermediary payment platform.

Complete the test connection with the National Public Service Portal at 03:00 on June 28, 2025 according to the testing schedule of the Government Office . The system has connected to the national database to synchronize procedures and has connected to EMC to evaluate safe connection standards.

Currently, the system has initialized and authorized the staff accounts of wards and communes to use the software for 4,859 user accounts in new communes and wards.

The Department of Science and Technology has proactively coordinated with relevant agencies and units to carry out procedures for issuing new certificates and adjusting personal information on issued digital certificates of officers and civil servants participating in the process of receiving dossiers, handling and returning administrative procedure (TTHC) results of communes and wards according to new information to serve the digitization of dossiers and processing of TTHC dossiers in the electronic environment.

People can reuse old documents in the Data Warehouse, which is connected to the Data Management Warehouse of organizations and individuals of the National Public Service Portal . The rate of re-exploitation of Cao Bang province's data information reaches 60% (according to data from the National Public Service Portal).

The iOffice system has been adjusted and structured according to the 2-level government model, including: creating websites and user accounts on the IO system for all People's Committees of communes and wards and units under and directly under communes and wards, ready for 2-level government activities from July 1, 2025. The system has been configured with an electronic identification code according to the 2-level local government to be ready to send and receive documents inside and outside the province.

To ensure that the two-level government operates effectively and meets the requirements of the tasks, the Department of Science and Technology needs close coordination from the central to local levels to provide maximum support to localities in training, fostering, and coaching on science, technology, innovation, and digital transformation to the commune level. Maintain and upgrade software systems to ensure continuous, stable, and smooth operations. Propose to the Ministry of Science and Technology to support Cao Bang province with funding to equip communes to meet the operational needs of the two-level government to ensure stable and effective operations./.
