
Speaking at the opening of the Session, the two Presidents emphasized that the Session took place in the context of Vietnam and the Russian Federation coordinating to celebrate the 75th anniversary of the establishment of diplomatic relations between the two countries in 2025 with many large and meaningful activities.
The two Presidents agreed that the inter-parliamentary cooperation mechanism has become an effective cooperation channel, contributing to perfecting the legal corridor and promoting key cooperation areas in line with the interests of the two countries; affirming that the organization of meetings of the Inter-Parliamentary Cooperation Committee on an annual rotational basis demonstrates the determination of the legislative bodies of the two countries in consolidating, promoting and deepening the Comprehensive Strategic Partnership between the two countries.
At the meeting, delegates from the two countries listened to a summary report on the cooperation situation between the two countries and the results of implementing the conclusions of the third meeting of the Inter-Parliamentary Cooperation Committee between the National Assembly of Vietnam and the State Duma of Russia held in the Russian Federation in September 2024.
Delegates from both sides focused on discussing five key topics: legislative support for the development of bilateral economic and trade relations, improving the business and investment environment; legislative and supervisory work to promote cooperation in the energy sector; the role of legislative bodies in strengthening multilateralism, complying with the United Nations Charter and the basic principles of international law, aiming to build a fair, peaceful, cooperative and developed world; legislative and supervisory work to promote cooperation in the fields of science and technology; the National Assembly's support for enhancing humanitarian cooperation, including in the fields of education, culture and tourism.
The meeting took place in an atmosphere of trust, frankness and constructiveness. From the perspective of legislators, National Assembly deputies and Parliamentarians of the two countries shared experiences in building institutions and laws, and proposed many solutions to promote bilateral cooperation in many fields, especially those of mutual interest, through strengthening parliamentary cooperation, coordinating the supervision of the implementation of bilateral agreements, promoting exchanges between specialized agencies and closely coordinating at international parliamentary forums in which both sides participate.




At the end of the meeting, the two sides agreed to adopt a Joint Communique on the results of the fourth meeting of the Inter-Parliamentary Cooperation Committee between the National Assembly of Vietnam and the State Duma of the Russian Federation, thereby clearly defining the direction of inter-parliamentary cooperation between the two countries in the coming time, in accordance with the nature of bilateral relations and the needs of both sides in the new context.
The fifth session of the Inter-Parliamentary Cooperation Commission between the National Assembly of Vietnam and the State Duma of Russia will be held alternately in the Russian Federation in 2026.
