On the morning of October 1, at the National Assembly House, National Assembly Chairman Tran Thanh Man and Cuban National Assembly Chairman Esteban Lazo Hernández co-chaired the second session of the Vietnam-Cuba Inter-Parliamentary Cooperation Committee.
Speaking at the opening of the session, National Assembly Chairman Tran Thanh Man affirmed that over the past 65 years, the Vietnam-Cuba relationship has continuously developed and become increasingly strong, becoming a typical relationship of pure, loyal and close international solidarity.
In this special relationship, the two countries’ National Assemblies play an increasingly important role. As bodies representing the will and aspirations of the people, the two countries’ National Assemblies are not only a reliable political foreign relations channel but also a core force in promoting and contributing to deepening the relationship between the two countries.
Through the development and improvement of policies and laws, the National Assemblies of the two countries have contributed to creating a favorable environment for the fields of cooperation to develop substantially, effectively and sustainably, practically serving the interests of the people of each country and for the solidarity and brotherhood between the two nations.
In the current context, strengthening parliamentary cooperation not only contributes to consolidating a solid political-diplomatic foundation on a bilateral basis but also makes an important contribution to expanding and improving the effectiveness of cooperation in the fields of economics, education, biotechnology and healthcare, science-technology, national defense-security, and people-to-people exchange...
Continuing the success and promoting the achievements of the First Session of the Vietnam-Cuba Inter-Parliamentary Cooperation Committee held in 2024 in Havana, the National Assembly Chairman said that the Second Session is a clear demonstration of the strong political commitment of the two countries' National Assemblies in continuously consolidating and deepening the special friendship and solidarity between Vietnam and Cuba.
This is also an opportunity for the two National Assemblies to continue to comprehensively assess the results of bilateral cooperation in recent times and the role of the two countries' National Assemblies in promoting cooperation in areas of mutual interest, especially after the State visit to Cuba by General Secretary and President To Lam (September 2024), as well as to share information and experiences in building and perfecting the legal system of each country.

For his part, President of the Cuban National Assembly Esteban Lazo Hernández emotionally recalled the unforgettable moments in the special Vietnam-Cuba relationship; saying that the Second Session of the Vietnam-Cuba Inter-Parliamentary Cooperation Committee is an opportunity for the two National Assemblies to monitor the implementation of agreements reached between the two Parties and States, expand investment and cooperation in priority areas and concretize and immediately implement the contents that the two National Assembly Chairmen discussed and agreed upon during the talks on the afternoon of September 30.
The President of the Cuban National Assembly said the Session affirmed the Cuban National Assembly's determination to promote necessary policies to facilitate trade and cooperation between the two countries; emphasizing that Cuba attaches importance to the participation of Vietnamese enterprises in the process of updating the economic model.
National Assembly President Esteban Lazo Hernández once again affirmed that Cuba recognizes Vietnam's invaluable role in supporting and helping Cuba stabilize and develop the country; and at the same time sincerely thanked Vietnamese organizations for supporting Cuba in the past time.
At the meeting, in an atmosphere of friendship and trust, delegates from both countries highly appreciated the good development of the Vietnam-Cuba solidarity, friendship and special cooperation and the important role of inter-parliamentary cooperation in consolidating and promoting relations between the two countries; affirmed their determination to support and continue to deepen relations between the two countries in general and between the two National Assemblies in particular.
The two sides listened to representatives of the two National Assembly agencies, ministries, and Vietnamese sub-committees in the Vietnam-Cuba Intergovernmental Committee report on the cooperation situation between the two countries, propose measures and recommendations to amend and supplement policies and laws to remove difficulties and obstacles, and improve the effectiveness of cooperation between Vietnam and Cuba, especially in the fields of economics, trade, investment, agriculture, biotechnology, health, etc.
The two sides exchanged opinions and shared each other's experiences in building and perfecting policies and laws to encourage business development, attract foreign investment, apply technology in agricultural production, and cooperate in the fields of biotechnology and medicine in accordance with the specific conditions and situations of each country; evaluated the results achieved and proposed measures to improve the effectiveness of implementing signed cooperation agreements.
The two sides affirmed to continue to strengthen close cooperation on parliamentary channels both at the bilateral level as well as at international and regional inter-parliamentary forums of which the two National Assemblies are members; and continue to consider the possibility of coordinating supervision to improve the effectiveness of implementing cooperation agreements signed between the two countries.
National Assembly Chairman Tran Thanh Man and National Assembly Chairman Esteban Lazo Hernández agreed to strengthen consultation on lawmaking, facilitate the implementation of bilateral commitments, coordinate to build and perfect special mechanisms, promote Vietnamese enterprises to expand investment in Cuba, especially promote cooperation between localities to exchange experiences and support each other in socio-economic development.
At the end of the meeting, the two sides issued a joint statement acknowledging the results of the second meeting of the Inter-Parliamentary Cooperation Committee between the National Assembly of Vietnam and the National Assembly of Cuba; in which, they agreed that the third meeting of the Inter-Parliamentary Cooperation Committee between the National Assembly of Cuba and the National Assembly of Vietnam will be held in Havana, Cuba./.
