Announcing the Decision on specialized inspection in Bac Giang, Hai Duong and Phu Tho provinces

Pursuant to the Prime Minister's direction and the 2024 Inspection Plan, the Government Inspector General issued Decision No. 15/QD-TTCP dated January 14, 2025 on thematic inspection of the management of exploration, survey, planning, licensing, exploitation and transportation of construction material mines in a number of provinces in region 1.

Accordingly, Decision 15 clearly states that the inspection period is from January 1, 2019 to June 30, 2024. If necessary, it can be considered before and after the above period. The inspection period is 60 days from the date of announcement of the inspection decision to the date of completion of the direct inspection.

The inspection team consists of 10 members, Mr. Ngo Manh Hung, Senior Inspector, Deputy Director of Department I, Government Inspectorate as Head of the team; Mr. Nguyen The Cuong, Senior Inspector, Deputy Head of Department I, Department I, Government Inspectorate as Deputy Head of the team.

Speaking at the announcement of the Inspection Decision, Standing Vice Chairman of Hai Duong Provincial People's Committee Luu Van Ban, Vice Chairman of Phu Tho Provincial People's Committee Phan Trong Tan and representatives of Bac Giang province affirmed to strictly comply with the Inspection Decision. In which, they directed and assigned the Department of Natural Resources and Environment to coordinate with relevant departments and branches to prepare documents and files for the Inspection Team. Representatives of the Provincial Leaders hope that through the inspection activities, the province will be able to recognize and evaluate the difficulties and obstacles so that the management, licensing, exploitation and transportation of construction material mines can be better.

Deputy Inspector General Duong Quoc Huy said that this is a planned thematic inspection. The announcement of the Inspection Decision is carried out in accordance with regulations. Through the inspection, it aims to detect problems and inadequacies in legal policies and mechanisms, and at the same time detect advantages, limitations and shortcomings in public management to have measures to improve effectiveness, efficiency, rectify and strictly handle violations and protect the interests of the State, the rights and legitimate interests of agencies, organizations and individuals. At the same time, it helps the provinces clearly see the overall picture of this field in the area, to promote the achieved results and promptly direct the correction and overcoming of shortcomings and limitations.

To successfully carry out the inspection, Deputy Inspector General of the Government Duong Quoc Huy requested the leaders of the People's Committees of Bac Giang, Hai Duong, Phu Tho and Quang Ninh provinces to direct relevant agencies, organizations and units to strictly implement the inspection decision; closely coordinate and create conditions for the Inspection Team to successfully complete the assigned tasks and plans; fully provide records and manage information and documents in accordance with regulations; assign a focal point to work with the Inspection Team; promptly complete the report according to the outline and plan of the inspection team.

Deputy Inspector General Duong Quoc Huy requested that the Inspection Team strictly follow the approved inspection plan; comply with the provisions of the law on inspection and relevant legal provisions so that the inspection achieves its purposes and requirements.

For the Supervisory Team, properly implement the approved supervision plan, in accordance with the provisions of law on supervision of inspection team activities; perform well the advisory work to assist the person making the inspection decision, contributing to ensuring that the inspection achieves the effectiveness, objectives and requirements set forth.

Deputy Inspector General Duong Quoc Huy noted that the Head of the delegation, members of the delegation, and the Supervisory Team must perform their duties in accordance with regulations; in particular, violations must not occur during the inspection activities; the inspection process must have a reasonable work program; when making requests for reports and providing documents, they must be clear and specific to facilitate the coordination between agencies and units; strictly maintain discipline in speaking and information confidentiality; and not let inspection activities affect the normal work of relevant agencies, organizations, and units.
