Hoi Thong dike currently has 3 vulnerable points due to erosion of the coastline and the protective forest outside. In the past few days, more than 1,000 people including armed forces, youth union members and local people have been mobilized to transport hundreds of cubic meters of rubble, wooden stakes, sandbags for reinforcement and anti-erosion.
Senior Lieutenant General Huynh Chien Thang praised and highly appreciated the proactive and flexible spirit in the preparation for storm No. 10 of Military Region 4 and Ha Tinh province. At the same time, he requested agencies and units of the armed forces to strictly maintain on-duty regime, ensure smooth communication; proactively monitor and grasp the developments of the storm. Deploy specific plans to ensure the safety of dike works and key points, according to the "4 on-site" motto.
Timely supplement plans; prepare forces, means, facilities, food, provisions... to be ready to respond promptly and effectively when situations arise and ensure safety in all aspects. Along with that, it is necessary to closely coordinate with local Party committees, authorities and military units stationed in the area to be ready to mobilize to help people respond and minimize damage caused by the storm.
Senior Lieutenant General Huynh Chien Thang emphasized that storm No. 10 is moving fast, is a dangerous storm, and has great impact on both sea and land. To minimize the damage caused by storms and floods, Ha Tinh province is requested to review plans, forces, and means to be ready to organize and deploy support work to evacuate and relocate people living in areas at risk of landslides, flash floods, low-lying flooded areas, and unsafe areas before the storm directly affects them, and to deploy response, rescue, and relief work when situations arise.
To respond to storm No. 10, currently, agencies and units of Military Region 4 and Ha Tinh province have proactively deployed drastic measures, closely following the "4 on-site" motto, ready to respond to situations that may arise; identifying expected situations and areas that may require evacuation according to each specific situation.
In Ha Tinh province, thousands of people in coastal areas and areas at high risk of landslides and flash floods were evacuated to safety by local authorities and functional forces before storm No. 10 made landfall.
To proactively respond to heavy rains, many large reservoirs have conducted spillway discharge. Accordingly, from 2:00 p.m. on September 27, Ho Ho Hydropower Plant operated spillway discharge to regulate water, increasing flood prevention capacity for the plant area. At 6:00 a.m. on September 28, the water flow into the reservoir was 436 m3/s, currently Ho Ho Hydropower Plant is regulating through the spillway with a flow of 365 m3/s. In addition, some reservoirs are discharging spillway such as: Ke Go with a flow of 61 m3/s; Song Rac: 10 m3/s; Kim Son: 10 m3/s; Thuong Song Tri 11 m3/s; Khe Xai 15 m3/s; Tau Voi 3 m3/s; Boc Nguyen 10 m3/s; Da Han 16 m3/s.
