The package has a total investment of about 240 billion VND, including the following items: 7-compartment pumping station (5 machine rooms, 1 repair room, 1 control room), discharge culvert through Duong right dike; Hoai Thuong back dike, canal after the discharge tank to the culvert through Duong right dike, canal after the discharge culvert through Duong right dike, channel before the automatic garbage collection culvert, management house, drainage canal.
The project is invested by the Bac Ninh Province Traffic and Agriculture Project Management Board No. 2; the construction unit is the Joint Venture of Construction and Business Development Joint Stock Company - Hai Duong Irrigation Construction Joint Stock Company - Ninh Giang Construction Limited Liability Company - Vietnam Machinery Installation Corporation - Institute of Pumps and Irrigation Equipment; completion time is the end of December 2027.
The Bac Hung Hai irrigation system is a key project, playing a particularly important role in supplying water for agricultural production, draining water for residential and industrial areas of the three provinces of Bac Ninh, Hung Yen and Hai Phong. However, after many years of exploitation and operation, some items of the system have degraded and can no longer meet the current development requirements. Therefore, the implementation of the Bac Hung Hai system repair and upgrade project is extremely necessary and urgent to ensure water security, improve production efficiency, and contribute to sustainable socio -economic development for the entire region as well as the three provinces.
In which, Package 07: Construction and equipment of Ngo Xa Pumping Station plays a key role, is one of the most important items of the project. After being upgraded, Ngo Xa Pumping Station will enhance its pumping and drainage capacity, proactively prevent flooding, and provide timely and effective irrigation water for about 110,000 hectares and drain water for about 192,045 hectares of cultivated land, improve the water environment for the Bac Hung Hai irrigation system; minimize direct flooding for 1,080 hectares of land in 6 communes of Thuan Thanh district (former Bac Ninh province).
Speaking at the groundbreaking ceremony, Vice Chairman of the Provincial People's Committee Le Xuan Loi sincerely thanked the Ministry of Agriculture and Environment for its attention and support; and acknowledged the participation of departments, branches, localities, and investors in the process of preparing for the project investment.
He affirmed that this is a project of great importance for the development of agricultural infrastructure, serving the needs of the people, and has been paid attention to and selected by the Bac Ninh provincial government as the project to carry out the Groundbreaking Ceremony to welcome the 1st Bac Ninh Provincial Party Congress, term 2025-2030; demonstrating the spirit of solidarity and aspiration to rise of the Party Committee, government and people of the whole province in the new development period.
This is not only an irrigation project, but also a symbol of the will to innovate, create and determine to build Bac Ninh homeland to become more and more prosperous and civilized. When completed, the project will contribute to improving irrigation and drainage capacity, proactively responding to climate change, serving agricultural and industrial production and improving the local ecological environment.
In order for the project to be completed on schedule, comrade Le Xuan Loi requested the Management Board of Bac Ninh Province's Traffic and Agriculture Project No. 2 and the contractor to urgently mobilize human resources, equipment, and organize construction to ensure the progress and quality of the project; departments and branches continue to support and guide the investor to implement the project effectively and in accordance with regulations; Thuan Thanh and Mao Dien wards to strengthen propaganda about the importance of the project, actively coordinate with the investor and contractor so that the project can be implemented on time as prescribed.

Vice Chairman of the Provincial People's Committee Le Xuan Loi requested the Ministry of Agriculture and Environment to continue to pay more attention to the projects of Bac Ninh province in general and the Bac Hung Hai system in particular, especially projects related to the dyke and irrigation sectors of Bac Ninh province. At the same time, regularly pay attention to and check the progress of the Ngo Xa Pumping Station project and the Bac Hung Hai canal system to direct the investor to promptly adjust and resolve problems arising during the project construction.
