At the meeting, 9 voters registered to speak on issues such as natural disaster prevention, traffic infrastructure, tax inadequacies, policies for fishermen, social housing, and difficulties in implementing a 2-level local government.

Voter Mai Tan Hao, Head of the Front Committee of Residential Area 17 Xuan Ha, Thanh Khe Ward (Da Nang City) pointed out the reality of many citizens and organizations being notified of incorrect tax debts. According to Mr. Mai Tan Hao, the main reason is that the tax authority makes mistakes in updating data or bad guys take advantage of personal information to register businesses, causing many people to fall into the situation of "unjust tax debt", affecting their reputation and honor. Mr. Hao suggested that the tax authority must have a record of comparison with taxpayers before issuing the notice, ensuring no errors and no infringement of the legitimate rights and interests of citizens.
Regarding the Personal Income Tax Law, voter Mai Tan Hao said that many current regulations are not close to reality. “The deduction for dependents of 4.4 million VND/month is too low. In addition, Mr. Mai Tan Hao pointed out the unreasonableness of the law only allowing amendments when prices increase by 20%, while the costs of electricity, water, gasoline, and food increase in small batches, causing workers to bear additional costs without being compensated. In addition, not distinguishing the deduction level between urban and rural areas is also unfair.

Responding at the conference, Mr. Pham Duc An, Chairman of the People's Committee of Da Nang City, said that there is a situation where some individuals are listed as having tax debts even though they do not actually owe any, possibly due to professional errors or impersonation when establishing a business. Da Nang City will recommend that the tax authority review, correct and have stricter regulations to avoid causing trouble for the people.
Regarding personal income tax and family deductions, Mr. Pham Duc An also acknowledged that there are many unreasonable issues, especially when the cost of living between urban and rural areas has a large difference. In urban areas, the spending level is much higher but the current deduction regulations are still applied uniformly, leading to a feeling of unfairness. However, it is difficult to classify specifically by each locality, so in the near future, the locality will propose to the Ministry of Finance and the law-making agency to study a more suitable plan.
In addition, Mr. Pham Duc An also mentioned tax management for business registration activities, affirming that the city will coordinate closely to avoid taking advantage of loopholes to establish "virtual" businesses, causing management disruption.
