Mr. Shen (69 years old) was trained in criminal law and held important positions in the Chinese Communist Party and the judicial system for nearly four decades.
After gradually rising through the ranks of Jiangxi's judicial system, Mr. Shen became Deputy Chief Justice of the Supreme People's Court in 1998, according to the South China Morning Post .
In 2006, Mr. Shen served as Secretary of the Shanghai Municipal Commission for Discipline Inspection and rose to prominence when handling the corruption case of former Municipal Party Secretary and Shanghai Mayor Chen Liangyu.
Mr. Shen became Permanent Deputy Chief Justice of the Supreme People's Court in 2008. During this period, he worked with Hong Kong officials on legal cooperation between the mainland and the special administrative region.
In 2018, he became a member of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), the country's top political advisory body, and was elected as the director of the CPPCC's Social and Legal Affairs Committee.
Mr. Tham has been under investigation since March 2022 for suspected serious violations of law and discipline. He was later expelled from the Party, stripped of all his positions, and arrested on suspicion of accepting bribes.
Mr. Tham was accused of taking advantage of his position and power to accept bribes directly or through his wife and children in exchange for helping to fix cases, secure positions for some people, and award construction contracts. The court announced on May 11 that it would issue a verdict at a later date.
Mr. Shen is among the highest-ranking officials to be implicated since President Xi Jinping shifted the focus of his anti-corruption campaign to law enforcement and security forces in 2021. Two former public security ministers, Sun Lijun and Fu Zhenghua, have both been jailed for corruption during this period. Police chiefs in major cities like Chongqing and Shanghai, along with other intelligence and court officials, have also fallen.
