Da Nang's public investment disbursement in the first 6 months of the year reached nearly 36%.

DNO - As of July 15, Da Nang city disbursed 6,227 billion VND in public investment capital, of which the estimated disbursed capital was 5,705 billion VND, reaching 35.9% of the plan assigned by the Prime Minister and 33.3% of the plan assigned by the local People's Council.

On the morning of July 26, the City People's Committee held a conference on site clearance and disbursement of public investment capital plan for 2025.

Alternate member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee Luong Nguyen Minh Triet and Standing Deputy Secretary of the City Party Committee Nguyen Dinh Vinh chaired. Also attending were leaders of the City People's Committee and relevant departments, branches and localities.

According to the report of Director of the Department of Finance Tran Thi Thanh Tam, the total public investment capital plan for 2025 of the city assigned by the Prime Minister is 15,902 billion VND , the locality has assigned a plan higher than the plan assigned by the Central Government of 17,126 billion VND.

From the beginning of the year, the city has allocated a detailed capital plan for 2025 to units and localities of 17,062 billion VND, reaching 99.6% of the capital plan assigned by the Provincial and City People's Councils.

Regarding the results of implementing national target programs, as of July 15, 2025, the public investment capital plan has disbursed 487/1,529 billion VND, reaching 32%. Of which, the capital plan for 2022, 2023, 2024 has disbursed 189 billion VND, reaching 32%, the estimated capital plan assigned for 2025 has disbursed 297 billion VND, reaching 32%.

The 2025 capital plan allocates VND2,935 billion for key and driving projects. By July 15, VND1,100 billion had been disbursed, equal to 37.5% of the assigned plan. In the first 6 months of 2025, the city inaugurated 8 projects and started 5 projects to celebrate the 50th anniversary of Da Nang City Liberation Day (March 29). It is expected that in the last 6 months of the year, 22 projects will be started and 20 projects will be completed and put into use.

Regarding the medium-term capital plan for the period 2021 - 2025 of Da Nang city (new) is 90,658 billion VND, of which 82,707 billion VND has been allocated, 7,951 billion VND has not been allocated. The total annual public investment capital plan allocated for the period 2021 - 2025 of the city is 78,685 billion VND (in 2021 it is 13,770 billion VND; in 2022 it is 15,407 billion VND; in 2023 it is 16,436 billion VND; in 2024 it is 15,943 billion VND; in 2025 it is 17,126 billion VND).

According to Ms. Tam, the implementation of the two-level local government model has impacted the implementation of projects such as the suspension of some projects, slow progress in site clearance at some projects, and projects to renovate district and commune headquarters (before the arrangement) must stop.

For projects transferred from the People's Committees of districts (old) to the management boards of the City People's Committee, through surveys, some communes and wards lack personnel with expertise in the field of construction to perform the functions of the agency assigned to manage construction under the People's Committees at the commune level, and some localities even do not have personnel with expertise in the field of construction.

Regarding the difficulties and problems in capital disbursement in 2025, they are mainly related to investment preparation, equipment procurement, construction implementation...

To resolve the difficulties and problems, the city has established 9 working groups headed by the city People's Committee leaders. The city reviews and promptly transfers the capital plans of slow-disbursement projects to supplement other projects with good disbursement capacity and the need to accelerate progress according to regulations.

The city continues to promote propaganda, training, and raise awareness for officials and people about the contents and policies in implementing national target programs in the city after completing and rearranging the apparatus according to the 2-level local government, focusing resources to allocate to programs and projects that have been approved for settlement, completed projects, transferred and accelerated progress to complete in 2025, avoiding outstanding debts in basic construction...

Chairman of the City People's Committee Luong Nguyen Minh Triet requested the city's departments, branches, and localities to proactively do a good job in public investment, especially in disbursing public investment capital. The city's current disbursement progress is not up to standard.

Acknowledging the initial efforts of localities in operating the two-level local government, however, the Chairman of the City People's Committee said that initially there were still many difficulties and confusions, especially in handling transitional projects and site clearance, which still had many bottlenecks.

"Try to point out bottlenecks, obstacles, and confusion to find solutions, quickly bring government operations smoothly, and ensure clear responsibilities of each agency, unit, and locality," Comrade Luong Nguyen Minh Triet emphasized.
