Da Nang will strictly handle cases of deliberately pushing up construction sand prices.

DNVN - On July 17, the Department of Construction of Da Nang issued a document requesting units exploiting and supplying construction sand materials to report on licensed construction sand reserves, remaining reserves at the mine, and the sales situation and price of construction sand materials.

According to the feedback from project investors and construction contractors in the city , contractors are currently having to buy construction sand at a higher price than the price announced (provided by the People's Committees of districts and towns before the merger). In some cases, mining units do not sell directly to construction contractors but through intermediaries, or sell but do not issue payment invoices.

The Da Nang Department of Construction said it will report to competent authorities to strictly handle each case of deliberately raising construction sand prices.

In this situation, the Danang Department of Construction requested the units exploiting and supplying construction sand materials to report the licensed sand reserves, the remaining reserves at the mines and the sales situation and prices of construction sand materials. Thereby, there is a basis for synthesizing and removing obstacles regarding the situation of sand scarcity, inappropriate selling prices (if any), as well as proposing solutions to solve the problems corresponding to each case.

Specifically, units exploiting and supplying construction sand materials in Da Nang are required to report on licensing and exploitation information; the situation of selling materials to contractors (specify whether they sell directly to contractors constructing projects in the city, including budget capital and private capital, or through intermediaries and the reasons for each case).

At the same time, review to ensure that the proposed announced price is consistent with the market price and the direct selling price to the buyer. Review the announced price in case of going through an intermediary and the appropriateness of the participation of the intermediary according to the provisions of law. Proactively review and report cases where the selling price to the contractor is higher than the announced price.

The Department of Construction of Da Nang also requested units exploiting and supplying construction sand materials to seriously fulfill the obligations of organizations and individuals trading in goods and services as prescribed in Article 9 of the Law on Prices No. 16/2023/QH15. In particular, the Department of Construction of Da Nang emphasized Clause 7, Article 9: "Promptly resolve complaints about prices of goods and services produced and traded by themselves; compensate for damages caused by violations of the law on prices according to the provisions of law".

Units will report the review results before July 22. The Department will continue to monitor, coordinate with competent authorities, and report to competent authorities to strictly handle each case of intentionally pushing up market prices, announced prices not matching actual selling prices, inappropriate business activities... affecting the construction progress of construction projects.
