Review the entire Vinh Hao - Phan Thiet expressway project

On October 10, the Government Office issued a document conveying the direction of Deputy Prime Minister Tran Hong Ha on handling the erosion situation on the Vinh Hao - Phan Thiet expressway.

The Deputy Prime Minister requested the Ministry of Construction to urgently direct relevant agencies and units to review the entire project, promptly detect and thoroughly handle damaged locations and damage risks, ensuring the quality and safety of the project and traffic safety on the Vinh Hao - Phan Thiet expressway in accordance with the authority and provisions of law.

The Deputy Prime Minister also assigned the Ministry of Construction to inspect and assess the landslide and flooding situation at key national traffic projects, clarify the causes and responsibilities, and implement remedial solutions.

Vinh Hao - Phan Thiet Expressway is more than 100 km long, passing through Lam Dong province. This expressway has a total investment of over 10,850 billion VND, opening to traffic from May 2023. This is a section of the North - South expressway, the route has 4 lanes, maximum speed of 90 km/h.

In September 2025, on this highway, there were consecutive incidents that posed a risk to traffic safety. Notably, after a heavy rain, the Vinh Hao - Phan Thiet highway section Km213 through Ham Liem commune had erosion locations creating frog-shaped edges of the roadbed. The eroded part of the roadbed formed gullies. Some eroded sections penetrated deep into the roadbed, forming landslides, posing a potential danger to vehicles.

In addition, heavy rain also caused sand and soil to overflow onto the highway surface, causing water to stagnate in the section passing through Ham Liem commune (Lam Dong), about 7 km from Ma Lam intersection on National Highway 28.

After the sand spill incident, relevant units mobilized human resources and vehicles to the scene to clean up the sand and clear the stagnant water. To prevent the erosion from creating a frog-shaped edge of the foundation, the management and maintenance unit of the Vinh Hao - Phan Thiet expressway section temporarily reinforced it by stacking sandbags on top of each other.
