Speaking to a reporter from Nguoi Lao Dong Newspaper on July 11, Mr. TML - the owner of a level 1 and level 2 agent for many lottery companies in the Southern region, said that more than 15 years ago, when he entered the profession, most agents in Ho Chi Minh City issued bonus coupons when selling lottery tickets.

At that time, agents set their own "rules" to reward tickets that did not win the lottery company's prizes. For example, people who bought tickets at an agent with the last 2, 3, and 4 numbers matching the last numbers of the special prize would bring their tickets and coupons to that agent to receive a reward of several tens of thousands of dong to hundreds of millions of dong.

For decades, lottery companies have regularly advised lottery agents not to launch promotional programs because the law does not allow it. However, these companies do not clearly state whether the issuance of coupons is a form of promotion or not. Therefore, "the whole village" of lottery agents still issue coupons and in reality, no market management agency has spoken out.

Regarding the reason why agents issue coupons, Mr. TML said that agents are always worried about unsold tickets having to be returned. At that time, lottery companies will reduce the number of tickets provided, affecting the profits of the agents. This forces agents to compete with each other by spending their own money to issue coupons to attract customers to buy tickets. Lottery companies seem to be "also satisfied with this" because it helps printed lottery tickets to be sold out, not wasting resources.

However, street lottery ticket sellers claim that the agents who issue coupons and attract ticket buyers want to take the full 13%-15% commission from the lottery company. At the same time, each agent deploys dozens of ticket sales points to attract customers to buy tickets directly, causing street vendors to lose sales.

"Is this because the agent wants to force the street vendor to buy the 10,000 VND ticket with the bonus coupon, instead of selling the ticket for 8,500-9,000 VND/ticket so that the street vendor can resell it at the original face value. Because they buy it with the bonus coupon, the street vendor has to resell it at 11,000 VND/ticket to make a profit" - said Ms. Van Anh - a street vendor selling lottery tickets in Ward 1, Phu Nhuan District, Ho Chi Minh City.

Regarding this issue, some agents said that currently, depending on the ticket selling capacity of the street vendors, each day the agents give them a certain number of tickets (tickets without coupons) at the price of 9,000 VND for them to resell at 10,000 VND/ticket. However, in reality, many customers of street vendors want to buy tickets with coupons. From there, street vendors proactively buy tickets for 10,000 VND with coupons to resell at a price of 1,000 VND/ticket higher.
