On September 7, the Department of Education and Training of Dong Nai province announced that it had just issued a document guiding the implementation of Resolution 08/2025/NQ-HDND (Resolution 08) dated June 20, 2025 of the People's Council of Binh Phuoc province (old), regulating service revenues and educational support at public schools in the 2025-2026 school year, including boarding fees.
Regulations on revenue collection by region
According to Resolution 08, revenues are clearly defined and divided by region to ensure fairness and transparency.
Specifically, regarding tuition fees for boarding school, primary school and preschool, the maximum is 300,000 and 320,000 VND/student/month for urban areas (wards); in rural areas, ethnic minority communes (area 1) the maximum is 280,000 and 300,000 VND/student/month and 260,000 and 280,000 VND/student/month for ethnic minority communes (areas II, III). The cost of food and drinks for students will be directly negotiated between the school and parents based on actual needs.
Many schools in Binh Phuoc (old) announced that they have not yet implemented boarding meals, causing many parents to worry.

The Department of Education and Training notes that these revenues cannot be used for revenue and expenditure management. For boarding school fees, the collection level will be agreed upon between the school and parents (through the Parents' Representative Board), and must ensure the students' food rations and health.
Public, democratic and appropriate revenue and expenditure
For preschool level, the wage payment for contract employees, overtime support for teachers and employees receiving salaries from the state budget, is at least 60% of the total revenue; the payment for managers, teachers, and indirectly participating employees is not more than 15% of the total revenue; the remaining amount is used for electricity, water, sanitation, and improving facilities.
For primary school level, the public payment for contract staff and overtime support for teachers looking after students at noon is at least 75% of the total collected budget; the payment for managers, teachers, and indirectly participating staff is not more than 15% of the total collected budget; the remaining amount is for electricity, water, sanitation, repair, and improvement of facilities.
The Department of Education and Training of Dong Nai province requires that the collection and expenditure of service fees must ensure the principle of collecting just enough to cover expenses, not for business purposes, in the spirit of publicity, democracy and for the right purpose; the revenues can be divided into many installments to reduce the financial burden on parents at the beginning of the school year and no other collection fees can be agreed upon other than the regulations in Resolution 08.
The People's Committees of communes and wards are responsible for managing and inspecting the implementation of these collections at public schools, and promptly handling any violations.
On September 7, many parents received notices from some primary schools in Dong Xoai and Binh Phuoc wards (Dong Nai province) that students would still study 2 sessions/day but would not have lunch. This caused concern for many parents, because they had difficulty arranging time to pick up their children at noon and hoped that the schools would soon re-organize the boarding service as usual, so that they could work with peace of mind.
