Many transport businesses said that the situation was already difficult due to the pandemic, but now it is even more difficult because their vehicles cannot be inspected, which means they cannot go on the road. They hope that the Minister of Transport will soon give instructions to improve the situation.
Running back and forth several hundred kilometers... waiting in line for inspection
Mr. Duong Manh Quynh in Hoang Mai, Hanoi said that his family provides self-driving car rental and transportation services, with 30 vehicles, and last month, 8 cars came for inspection.
To be “sure”, he and his driver went to several inspection centers in Hanoi to line up for vehicle inspection. However, at every point he got, they shook their heads and said “you have to wait a long time”. At some places, when he arrived, there were already hundreds of people waiting, so he had to drive back.
“One day, I heard my friend say that Nam Dinh was deserted, so I drove all night down, but the next day I could only get 2 cars inspected, the others had to return. Today, I sent 2 drivers to Vinh Phuc to wait in line for inspection. With 6 cars going down to Nam Dinh and back, plus the cost of food and accommodation, it cost 4-5 million VND, plus many other expenses,” said Mr. Quynh.
According to Mr. Quynh, this is still better than having to "hang up the car" for a long time waiting for the inspection in Hanoi. With 5 cars due for inspection in the near future, he will probably have to move to the provinces to get it done early.
“If a vehicle is out of inspection and goes out on the road, it will be immediately handled by the traffic police. But getting a vehicle inspected is extremely difficult and arduous. I think the Ministry of Transport and the State should have a feasible solution to help vehicle owners avoid the hardship of having to go for vehicle inspection. If the situation is still overloaded, then even commercial transport vehicles should be exempted, and the inspection process should be extended until there are enough personnel to do it, and the situation is more open again, to help people avoid suffering…”, Mr. Quynh suggested.
People and transport businesses in Hanoi and Ho Chi Minh City are still on edge every time their vehicles come for inspection.
Similarly, Ms. Nguyen Thi Chi, owner of an imported flower shop in Quang Ba, Tay Ho, Hanoi, lamented: before the COVID-19 pandemic, the epidemic was miserable, flowers were piled up and thrown away, now that the pandemic is over, sales are sluggish, trucks going to 3-4 places cannot line up for inspection.
“One day, my driver had to queue up from 3am and only got an appointment ticket in the afternoon, but it was 25 days later. Meanwhile, there was still a week left until the vehicle inspection was over. Doing business without a vehicle to carry goods was like having to close the market,” said Ms. Chi.
According to Ms. Chi, after a few days the vehicle's inspection expired, she had to rent a truck from a friend for a few days to take the vehicle to Chem for inspection, but it still took 3 days to complete the inspection.
“We don’t want to violate the law, we want to comply, but we find vehicle inspection too difficult. Everyone has to work, has a job, not just line up for days to get their vehicle inspected. I hope there will be a solution soon, so people can suffer less,” said Chi.
Mr. Khuc Huu Thanh Hai - Director of Dat Cang Transport, Trade and Service Joint Stock Company (Hai Phong) said that there is a problem that taxi transport businesses are facing, which is Circular 02 of the Ministry of Transport which stipulates: "Paint color that does not match the vehicle registration will not be inspected".
People hope for a quick solution so that people will suffer less when registering their vehicles.
Mr. Hai said that Dat Cang Transport, Trade and Service Joint Stock Company has nearly 100 taxi vehicles but they are almost unregistered. Because the taxi vehicles that have been in the taxi business for 20 years now all have their own paint color and brand logo.
"Now the vehicle inspection is done exactly as the circular says, all vehicles are not inspected. Businesses have been operating normally for a long time, but because the circular was issued in a shortened form without consulting opinions, when it came into effect it was like a surprise attack, causing businesses to be greatly affected," said Mr. Hai.
Recommendation not to "seriousize" paint color in vehicle inspection
To resolve current difficulties, on May 29, the Vietnam Automobile Transport Association (VATA) sent a dispatch to the Ministry of Transport and the Vietnam Register to continue reviewing and resolving difficulties and obstacles in the inspection of motor vehicles.
The document by Mr. Nguyen Van Quyen - Chairman of the Vietnam Automobile Transport Association stated that there are still some problems regarding vehicle inspection and the Ministry of Transport must continue to research to amend Circular No. 16/2021/TT-BGTVT dated August 12, 2021.
“After studying the draft Circular and receiving feedback on difficulties in motor vehicle inspection related to the implementation of vehicle paint color regulations and procedures for issuing inspection stamps for newly exempted cars, the Association recommends that the Ministry of Transport and the Vietnam Register take further note,” Mr. Quyen suggested.
The Vietnam Automobile Transport Association cites specific evidence: related to regulations on vehicle paint color. In Table 1/Appendix II of Circular 16: serial number 1.3 "paint color" clearly states:
If the paint color does not match the color stated in the Vehicle Registration Certificate, it is determined to be MiD (non-major defect or damage). Meanwhile, the same content in Appendix Table 1/Appendix II of Circular 02/2023/TT-BGTVT is transferred to the column of major defect or damage (MaD). Therefore, currently, some inspection stations have not issued inspection stamps for vehicles because the paint color does not match the color stated in the vehicle registration certificate. The problem is mainly for passenger transport vehicles.
A car with a typical paint color of a business in Hai Phong was not registered due to the error of "paint color not matching the one stated in the vehicle registration certificate".
According to the Vietnam Automobile Transport Association, the number of passenger transport vehicles is currently over 200,000. After registering the vehicle, transport businesses usually print the business name (brand); business type; logo; phone number; route and accept advertising stickers on the vehicle.
Information about transport companies and business types is indispensable in passenger transport and in the current difficult business conditions, advertising revenue on vehicles is also a significant compensation.
Some localities have even requested to organize auctions for advertising rights on buses belonging to state-owned companies or companies with controlling shares. In fact, some countries also have advertising on passenger buses.
“In essence, applying logos to transport vehicles is not a major defect or damage because the characteristic paint color remains intact on most of the vehicle’s exterior. Furthermore, this is only an initial identification, and accurate identification must still be done through the vehicle’s license plate,” the Chairman of the Vietnam Automobile Transport Association suggested.
It is known that, in order to remove difficulties in vehicle inspection, in the Government's Review Report, the National Assembly's Economic Committee requested the Government to more closely assess the congestion of vehicle inspection, causing many difficulties for people and businesses. The lack of inspection centers leads to congestion in inspection, especially in Hanoi, Ho Chi Minh City and many other provinces and cities that at times cannot meet the inspection needs.
On the other hand, Circular No. 02 with new points such as exemption from first-time inspection for new vehicles and extension of inspection cycle for some types of vehicles... still has not solved the problem of overloaded traffic jams.
The exemption from the first inspection for motor vehicles is considered ineffective due to the low number of vehicles exempted from the first inspection. The extension of the inspection cycle is also not immediately effective because more than 3.1 million eligible vehicles still have to be inspected on time and the new regulations will only be applied in the next cycle.
