Hanoi focuses on responding to storm No. 11

On October 4, Hanoi City withdrew flood warning orders on many rivers; requested departments, branches and localities to deploy prevention plans and prepare to respond to storm No.

Based on the actual water level on the rivers on October 4, the Hanoi City Civil Defense Command has withdrawn the level II flood warning on the Cau River at Luong Phuc station at 12:00 in the communes of Trung Gia and Da Phuc; withdrawn the level II flood warning on the Nhue River at 10:00 in the communes and wards of Thuong Cat, Dong Ngac, Phu Dien, Tu Liem, Xuan Phuong, Tay Mo, Dai Mo, Ha Dong, Kien Hung, Dai Thanh, Binh Minh, Ngoc Hoi, Tam Hung, Thuong Tin, Thuong Phuc, Dan Hoa, Phuong Duc, Chuyen My, Ung Hoa and withdrawn the level I flood warning on the My Ha River at 14:00 in the communes of Hong Son, My Duc, and Huong Son.

The City Civil Defense Command requested wards and communes along the river to urgently implement safety measures when Thac Ba Hydropower Reservoir discharges floodwaters: Immediately notify authorities at all levels, people and organizations operating on the river, along the river, aquaculture facilities, water transport vehicles, ferry terminals, and at the same time review and ensure safety for projects under construction. Activities of exploitation, gathering and transfer of sand and gravel must grasp information on the flood discharge of Thac Ba Hydropower Reservoir to proactively prevent and ensure safety of people and property.

In particular, units need to focus on closely monitoring weather developments, natural disasters, incidents, especially heavy rain, promptly informing, warning and strengthening propaganda on measures and skills to prevent and control natural disasters to the people. The city requires proactively evacuating people in dangerous landslide areas or areas at risk of dangerous landslides, low-lying areas, often deeply flooded by heavy rain, areas close to river banks, areas where incidents, landslides and isolation have occurred in the past such as the sandbank area in the middle of the Red River in Hong Ha ward and Minh Chau commune; Landslides and rock subsidence areas in the communes of Ba Vi, Yen Xuan, Quoc Oai, Suoi Hai, Kieu Phu, Phu Cat, Ha Bang; areas directly affected by forest floods in the communes of Xuan Mai, Phu Nghia, Quang Bi, Tran Phu, Hoa Phu...

The City Civil Defense Command requested units to review and be ready to deploy response plans and overcome the consequences of natural disasters and incidents according to the "4 on-site" motto, not allowing passive and unexpected situations to occur; deploy measures to ensure safety for people, property, infrastructure, production and business activities; pay attention to key weak points, dike works, dams, irrigation works, and drainage works.

The Hanoi Department of Agriculture and Environment is assigned to direct and guide the irrigation companies of Song Nhue, Song Day, Hanoi, and Song Tich to be ready to coordinate with wards and communes to proactively develop plans for operating buffer drainage works and plans for preventing and combating flooding in the suburbs; organize the operation of reservoirs according to approved operating procedures and water storage plans; for reservoirs without operating procedures, based on hydrometeorological forecasts and related information, operate according to actual developments, ensuring the safety of works and downstream areas. The Department of Agriculture guides the implementation of work to ensure safety for the dike system and irrigation works, especially key weak points, damaged and degraded works, unfinished dike and culvert works, while ensuring safety and protecting agricultural production.

The Department of Construction directed the Hanoi Drainage Company to focus on implementing anti-flooding plans, contributing to ensuring smooth traffic for urban areas, closely coordinating with irrigation companies to proactively operate drainage works when heavy rain occurs according to approved procedures, ensuring timely drainage in the city. Departments, branches and sectors, according to their assigned functions and tasks, proactively direct and organize the implementation of disaster prevention, response and response work in their management areas; proactively advise and deploy measures and plans to ensure human safety, regulate traffic, adjust schedules, plans, timetables in the fields of education , traffic, health, construction, etc. to suit the actual situation, promptly coordinate and support localities to respond and overcome when situations arise.

The city requires units to seriously organize on-duty shifts, promptly report on weather conditions, natural disasters, incidents, impacts, damages and prevention, response and recovery work after storm No. 11 to the Office of the City Civil Defense Command, Hanoi Department of Agriculture and Environment according to regulations.
