The Hanoi Department of Agriculture and Environment is assigned to direct and guide the irrigation companies of Song Nhue, Song Day, Hanoi, and Song Tich to be ready to coordinate with wards and communes to proactively develop plans for operating buffer drainage works and plans for preventing and combating flooding in the suburbs; organize the operation of reservoirs according to approved operating procedures and water storage plans; for reservoirs without operating procedures, based on hydrometeorological forecasts and related information, operate according to actual developments, ensuring the safety of works and downstream areas. The Department of Agriculture guides the implementation of work to ensure safety for the dike system and irrigation works, especially key weak points, damaged and degraded works, unfinished dike and culvert works, while ensuring safety and protecting agricultural production.
The Department of Construction directed the Hanoi Drainage Company to focus on implementing anti-flooding plans, contributing to ensuring smooth traffic for urban areas, closely coordinating with irrigation companies to proactively operate drainage works when heavy rain occurs according to approved procedures, ensuring timely drainage in the city. Departments, branches and sectors, according to their assigned functions and tasks, proactively direct and organize the implementation of disaster prevention, response and response work in their management areas; proactively advise and deploy measures and plans to ensure human safety, regulate traffic, adjust schedules, plans, timetables in the fields of education , traffic, health, construction, etc. to suit the actual situation, promptly coordinate and support localities to respond and overcome when situations arise.
The city requires units to seriously organize on-duty shifts, promptly report on weather conditions, natural disasters, incidents, impacts, damages and prevention, response and recovery work after storm No. 11 to the Office of the City Civil Defense Command, Hanoi Department of Agriculture and Environment according to regulations.
