In the current situation, the organization of extra teaching, extra learning, and educational linkages such as foreign language teaching, foreign language teaching with foreign elements, information technology, life skills, STEM education, mathematical thinking, experience, career guidance, etc. at public preschool and general education institutions (educational institutions) in the area still has limitations; practicality and effectiveness are not high; at times, in some places, there are signs of "forcing" students, creating negative public opinion, causing overload for students and frustration among parents.

The Chairman of Hai Phong City People's Committee has signed and issued Document 2253/UBND-VX directing the Department of Education and Training to preside over and, together with the People's Committees of districts, departments, branches and related units, focus on rectifying so that extra teaching, extra learning and educational linkage at public educational institutions can promote real effectiveness and gain high consensus from students and parents.

Accordingly, strengthen management and direct educational institutions to strictly implement current regulations on extra teaching, extra learning, and educational linkage, ensuring the principles of following the needs and voluntariness of learners and obtaining family consent; do not use any form to force students' families and students to participate in learning. Enhance the public responsibility and accountability of educational institutions and heads of educational institutions to students, parents and society.

Strengthen regular and surprise inspections and checks of the implementation of educational institutions; strictly handle cases of violation of regulations and the responsibility of heads of educational institutions for violations.

In case, when detecting educational institutions, units violating the provisions of law or creating bad public opinion, causing anger among parents, according to authority, can request educational institutions to stop organizing joint teaching and learning to conduct inspection, examination, and rectify activities; not to let hot spots of public opinion and anger among students and parents occur.

The Department of Information and Communications shall preside over and coordinate with the Department of Education and Training and relevant agencies to direct press agencies to strengthen the dissemination of current policies and regulations on extra teaching, extra learning, and educational linkages in public educational institutions to enhance the responsibility of all levels, sectors, collectives, individuals and the People in the current process of accompanying and managing education and training. In particular, to help students and parents clearly understand and properly exercise their rights in participating/not participating in extra learning and linkage activities; and fight against all manifestations of "forcing" learners.
