Promote integrity and exemplary behavior of judges and court leaders

To meet the requirements of judicial reform, the Court sector needs to add the core task of political and ideological education and ethics for court officials and judges; taking the criteria of integrity and exemplary behavior of judges and court leadership positions as the core point to build a democratic, civilized and modern judiciary.

The court's outcome cemented the development gains.

According to the 2021-2026 term work report of the Supreme People's Court , during the term of the 15th National Assembly, the courts accepted 2,751,104 cases, resolved 2,686,104 cases, reaching a rate of 97.64% (compared to the previous term, the number of accepted cases increased by 317,473 cases, and the number of resolved cases increased by 310,121 cases).

In 2025 alone, the courts accepted 683,341 cases, resolved and tried 618,341 cases, reaching a rate of 90.49%, 0.77% higher than the previous year (compared to 2024, the number of accepted cases increased by 30,259 cases, resolved and tried increased by 32,409 cases).

The rate of resolving all types of cases in the following year was higher than the previous year and exceeded the target set by the National Assembly Resolution. The quality of resolution and adjudication continued to be guaranteed and made much progress. The rate of judgments and decisions that were annulled or amended due to subjective reasons each year was lower than the target set by the National Assembly Resolution...

At the discussion session in Group 4 (including the National Assembly delegations of Khanh Hoa, Lai Chau and Lao Cai provinces) on the afternoon of October 21, National Assembly member Do Ngoc Thinh (Khanh Hoa) said that when a country develops, it always considers judicial reform, considering the court as the center and trial as the focus.

The reason for judicial reform is to maintain the achievements of the country's socio-economic development; the negative aspects and conflicts of society must be resolved fairly by the court, ensuring justice, building people's trust in the law, and more deeply, in the regime.

Referring to the results achieved by the Court sector, the delegate said that this has contributed to maintaining security, order, social safety, and consolidating the achievements of the country's innovation and development.

Building ethics and integrity is a core task

However, according to delegate Do Ngoc Thinh, the more the socio-economic situation develops, the more conflicts and disputes are inevitable. At that time, the State - specifically the court - will step in to resolve the issue, while the court apparatus is limited and the development of society is unlimited.

To successfully complete assigned tasks, meet the requirements of judicial reform and the targets and requirements set forth in the National Assembly's Resolutions, the Court sector has identified five key tasks.

First, further strengthen the Party's leadership and be determined to build a strict and honest Court that serves the Fatherland and the people.

Second, continue to focus on strictly implementing the National Assembly's Resolutions on judicial work.

Third, to do a good job in resolving and adjudicating all types of cases and incidents, ensuring that the debates in court are rigorous, convincing, and in accordance with legal regulations. Fourth, to continue to strengthen the application of information technology and promote digital transformation.

Fifth, strengthen international cooperation, actively participate in activities, and implement Vietnam's agreements and commitments to the Court system in the region and the world.

Agreeing with the above tasks and solutions, delegate Do Ngoc Thinh suggested that the application of information technology should be further promoted.

Citing the experiences of South Korea and China, the delegate said that all litigation relations have been digitized, which has helped reduce the workload of the court and create transparency, increasing trust among the people. "In fact, we have done it, but we need to push it further," the delegate emphasized.

The delegate proposed that it is necessary to add another key task, which is the work of political and ideological education and ethics of court officials and judges. This should be considered one of the top tasks of the Court sector, taking the criteria of integrity and exemplary role of judges and court leadership positions from the supreme, provincial and regional levels as the core point to build the court, build a democratic, civilized and modern judiciary, thereby helping people and society believe in justice, fairness, law, and believe in the socialist regime that we are striving to build.

Agreeing with the above opinion, National Assembly Deputy Le Huu Tri (Khanh Hoa) noted that in the next term, to improve the efficiency of court and prosecutor's activities, it is necessary to prioritize building ethics and integrity of court officials, especially judges.

The delegate said that in recent times, many cases have had different first-instance trials than appeals and final judgments. This is not just a purely professional difference. It is necessary to build a team of court officials and judges, including prosecutors, who are conscientious, virtuous, upright, competent, absolutely honest and absolutely in compliance with the law, only then can we create absolute trust for the people.
