On the afternoon of October 21, during a discussion at Group 6 (National Assembly Delegation from Dong Nai, Lang Son, and Hue City), National Assembly Deputies affirmed that during the past term, the National Assembly has completed a huge amount of legislative and supervisory work, worthy of being a symbol of the intelligence, mettle, and trust of the People.

Building a professional, modern National Assembly

Agreeing with the overall assessments in the Work Report of the 15th National Assembly and the Summary Report of the Ethnic Council , the delegates emphasized that during the past term, the National Assembly completed a huge amount of legislative and supervisory work.

Commenting on the work report of the 15th National Assembly, National Assembly Deputy Nguyen Thi Suu (Hue City) said that the report was quite thorough, but some points needed to be added. Specifically, regarding the advisory and support apparatus, the delegate said that the advisory and support apparatus is the key to a professional and modern National Assembly. Accordingly, the delegate proposed to establish a Policy Research and Analysis Agency under the National Assembly Office, inheriting scientific functions, focusing on forecasting, international comparison and policy impact assessment.

Delegate Nguyen Thi Suu emphasized: with the country entering a new era of development, it is necessary to continue to perfect the institution. We must build a professional, modern National Assembly with the capacity to supervise to the end, ensuring the strictness of the law. By focusing on institutional reform, modernizing the apparatus and maximizing the role of each delegate, the Vietnamese National Assembly will be worthy of being a symbol of the intelligence, bravery and trust of the people.

Handling complex, lengthy cases

Commenting on the reports of the People's Court and the Supreme People's Procuracy, the delegates also said that in the judicial field, it is necessary to continue to strengthen the work of early detection and timely handling of complicated and prolonged cases; at the same time, promote institutional improvement and improve the legal system to improve the effectiveness and efficiency of state management and be more flexible in unprecedented cases. According to National Assembly delegate Nguyen Cong Long (Dong Nai), when the situation changes and circumstances change, the judicial system needs to consider adding more flexible regulations and policies suitable to the circumstances.

National Assembly Deputy Trinh Xuan An (Dong Nai) also said that the National Assembly's Report for this term is shorter, more concise, and more outstanding than the previous term. However, he suggested emphasizing some outstanding highlights, demonstrating the National Assembly's innovation, which is its role as a companion and an initiative.

The delegate emphasized: This term's National Assembly has demonstrated the spirit of "walking with the Government" and proactively put forward many legislative initiatives. Notably, no term has the National Assembly issued as many specific policies to remove obstacles for localities as this term. Therefore, it is suggested that the report emphasize this content.

Agreeing with the above opinion, National Assembly Deputy Phan Viet Luong also acknowledged the National Assembly’s efforts to innovate. However, the delegate suggested that the Government and the National Assembly in the coming time should continue to promote and improve forecasting to promptly amend and supplement laws, avoiding the situation where policies lag behind reality.
