Proposal to revoke the Third Class Labor Medal awarded to an Associate Professor - Doctor

On September 17, the Ministry of Health announced that Deputy Minister of Health Do Xuan Tuyen has just submitted a document to the Prime Minister for consideration and submission to the President to revoke the Third Class Labor Medal for Mr. Nguyen Van Tuan, Head of the Department of Psychiatry (Hanoi Medical University), and Director of the Institute of Mental Health (Bach Mai Hospital).

Doctor Nguyen Van Tuan was awarded the Third Class Labor Medal, according to Commendation Decision No. 1326 QD-CTN dated November 28, 2024 of the President .

The reason for the proposed revocation given by the Ministry of Health is at the request of Hanoi Medical University and the application to revoke the title of Third Class Labor Medal of Mr. Nguyen Van Tuan.

Previously, Hanoi Medical University received a complaint accusing Mr. Nguyen Van Tuan of concealing discipline and falsifying his achievements in 2022 to legitimize his application for the third- class Labor Medal.

In August 2025, Mr. Nguyen Van Tuan submitted a petition to the Central Emulation and Reward Committee (Ministry of Home Affairs), the Ministry of Health and Hanoi Medical University requesting the revocation of the Third Class Labor Medal.

In the petition, he stated that the process of declaring the documents was done by the department secretary, but because he was busy with work and trusted the staff, he signed without checking carefully. The declaration file mistakenly stated the Party assessment level and lacked a disciplinary notice of the collective reprimand level of the institute's leadership of Bach Mai Hospital in July 2022 due to the staff at the Institute of Mental Health (Bach Mai Hospital) violating discipline...

"Compared to the criteria for being awarded the Third Class Labor Medal, according to regulations, I have not met the requirements. So I am writing this application to apologize and request the withdrawal of my Third Class Labor Medal," the application reads.

Mr. Nguyen Van Tuan received his PhD in Sweden in 2010; he has been Head of the Department of Psychiatry (Hanoi Medical University) since 2015. Two years later, he received the title of Associate Professor.

Since 2022, Mr. Tuan has been the Director of the Institute of Mental Health. In 2022, a number of violations occurred at this institute when some of the unit's staff prescribed functional foods in prescriptions. Individuals involved in the incident were disciplined, in which Mr. Tuan, as a leader, was reprimanded.
