According to the new program in Ho Chi Minh City , primary school teachers must teach two sessions a day, twice as much as before, so the Vietnam Fatherland Front Committee proposed that the city pay for teaching the second session.
Through a field survey in Go Vap district, Binh Chanh district and Thu Duc city, in early October, the Standing Committee of the Vietnam Fatherland Front Committee of Ho Chi Minh City proposed that the City People's Committee have specific policies and regimes for teachers. The reason is that the current income of teachers is still low, not attracting teachers to stick with the profession, especially at preschool and primary levels.
For primary schools, this agency recommends that the city consider a special mechanism to pay for the second session for teachers in grades 1, 2, 3, and 4 (the four grades are implementing the new general education program). Currently, the budget has not yet spent this amount, and Resolution 04 of the City People's Council on education revenue and expenditure only allows schools to collect money for the second session for students in grades 5 and above.

Previously, if two sessions were taught a day, schools were allowed to collect money for the second session to pay teachers' salaries. In Ho Chi Minh City, this amount depends on the district, averaging about 100,000-150,000 VND per month. But according to the new General Education program (2018 program), primary school students are allowed to study two sessions a day by default. Since the implementation of the new program (2020), many schools still have to teach two sessions but are not allowed to collect money. Currently, about 80% of primary schools in Ho Chi Minh City teach two sessions a day. The rest have not been able to implement it due to lack of classrooms.
"Teaching two sessions, the workload is double, it's hard but not being paid for the second session makes many teachers worried," said Ms. Tran Thi Thu Huong, Principal of Dinh Tien Hoang Primary School, District 1.
Therefore, Ho Chi Minh City has repeatedly proposed to the National Assembly and the Government to have a policy to pay the second-session income for primary school teachers. Working with the National Assembly's monitoring delegation in March, Mr. Duong Anh Duc, Vice Chairman of the city, also raised this proposal.
Ho Chi Minh City is currently the locality with the most support policies for teachers in the country. In addition to salary, teachers receive additional income according to the resolution of the City People's Council, up to 1.8 times the salary according to the rank and position. Therefore, teachers in Ho Chi Minh City can earn from 6.8 to 22 million VND per month, while the average income for teachers nationwide is 3.8 to 12.2 million VND.
Newly graduated preschool teachers in Ho Chi Minh City are supported with nearly 3 million VND per month, this rate is 70% and 50% in the next two years.
