Proposal to legalize regulations prohibiting trucks from entering lane 1 on highways

(Dan Tri) - Appreciating the pilot project to ban trucks from lane 1 on some highways, National Assembly member Nguyen Van Canh proposed to legalize this content because the pilot project has shown to be effective in increasing traffic speed and reducing accidents.

At the conference of full-time National Assembly deputies on the afternoon of September 30, National Assembly deputy Nguyen Van Canh ( Gia Lai province) contributed his opinion on this content when giving his opinion on the Law amending and supplementing a number of articles of 10 laws related to security and order, including the Law on Road Traffic Order and Safety.

Recently, the Traffic Police Department in coordination with the Vietnam Road Administration has coordinated to deploy solutions to ensure road traffic safety and order, including banning trucks from traveling in the left lane (lane number 1) on some highways.

After the pilot period, Mr. Canh said that this policy was effective in increasing traffic speed, reducing accidents and receiving support from the people. Therefore, the delegate proposed to legalize this regulation for widespread implementation, improving the efficiency of using traffic infrastructure.

When expanding the scope of application, Mr. Canh stated that it can be applied on both expressways and national highways with 2 lanes, but trucks are allowed to use the left lane in case they want to move ahead of the vehicle in front.

According to a delegate from Gia Lai province, authorities also need to handle cases of cars driving slowly in the left lane or cases of two cars driving side by side for a long time, because both of these cases cause traffic obstruction.

Also related to traffic safety solutions, the Traffic Police Department proposed painting speed limits, lanes, and traffic signs directly on the road surface to remind drivers and reduce violations.

Mr. Canh cited survey data from an electronic newspaper, 93% agreed with this proposal. Some places have painted speed signs on the road surface, especially the way the numbers are painted on the Phap Van - Cau Gie highway is quite clear compared to before.

Believing that going faster or slower than normal traffic speeds both pose a risk of traffic collisions, delegate Canh emphasized that printing maximum speeds on the road surface to support speed limit signs posted on the roadside is necessary.

Regarding parking regulations, delegate Nguyen Van Canh reflected on the reality that there have been disputes over parking in front of people's houses, in many cases vehicles have been dirty, damaged, and drivers and homeowners have had conflicts and collisions.

"People have the right to request space in front of their house for convenient travel, and drivers also have the right to park in places that are not prohibited. Therefore, these two rights need to be clarified in the law," he emphasized.

The delegate proposed to add the content prohibiting "obstructing people and vehicles from stopping and parking in the right place". In addition, it also added the content to protect people's right of entry and exit, which is not to "obstruct people's vehicles from entering and exiting their residence".

"How should State agencies organize parking so that these two rights do not conflict or harmoniously handle the interests of citizens and vehicle owners?" he asked.

Faced with the reality of cars parking in line in front of houses, causing difficulties for people to travel and do business, the delegate requested that competent authorities guide localities on how to park in front of houses on roads where parking is not prohibited.

Mr. Canh suggested that in areas with narrow sidewalks, cars should be parked between two houses, leaving the sidewalk aisles open between cars. In cases where there is not enough space, it is necessary to arrange parking between two adjacent houses. In areas with wide sidewalks with enough space for motorbikes and pedestrian walkways, cars should be parked continuously, with the sidewalk aisles a maximum of 20m apart.
