Propose many special treatment policies for experts

The draft Decree, developed by the Ministry of Home Affairs , proposes that the subjects of application are Vietnamese people living abroad and foreigners who meet the expert criteria.

Notably, this agency proposed that the general criteria for selecting experts are: Presiding over or participating in the implementation of scientific , technological, innovation and digital transformation tasks, prioritizing strategic technology industries in the list of strategic technologies and strategic technology products issued by competent authorities, making practical contributions to the development of the country, region and internationally.

At the same time, the expert is a person with a clear background, good ethics, and a desire to contribute to the development of science, technology, innovation and digital transformation in Vietnam.

In order for experts to have a guaranteed income commensurate with the assigned tasks, the draft proposes the following plan: A minimum bonus of 30% of the profits earned from leasing, selling, transferring, transferring the right to use, self-exploiting, and using the results of scientific, technological, and innovative tasks; a minimum of 30% of the value of the results of scientific, technological, and innovative tasks determined when contributing capital, cooperating, joint venture, association, providing services, or establishing an enterprise according to the provisions of law on profit sharing from commercialization of scientific research results, technological development, and innovation of experts and agreements in the labor contract.

At the same time, experts are initially supported with 1 month's salary according to the contract to stabilize accommodation, travel, and make essential purchases; and are exempted from personal income tax according to the provisions of the law on personal income tax for salaries, bonuses, and income according to the labor contract.

Experts also enjoy preferential policies on exit and entry; are granted multiple visas or temporary residence cards corresponding to the duration of the program or task.

In addition, experts are supported with housing rent, transportation, or provided with standard apartments and transportation during their time as experts; are paid for research and scientific exchange abroad when assigned by agencies, organizations, or units to preside over the implementation of specific programs, tasks, and projects; and receive medical care, rest, and annual leave.
