On October 22, a representative of the Traffic Police Department ( Ministry of Public Security ) said that this agency is consulting on the development and completion of a draft Decree regulating administrative sanctions for violations of traffic order and safety in the field of road traffic; deduction of points, and restoration of driving license points.
In the latest update, the drafting unit is planning to increase the penalty level for some groups of violations related to traffic rules violations on highways and some groups of violations that are direct causes of traffic accidents.
For cars
Reversing on a one-way street or a street with a sign prohibiting entry: old fine from 800,000 VND to 1 million VND; expected new fine is 9-11 million VND.
Entering restricted areas or roads: old fine 2-3 million VND; expected new fine 4-6 million VND.
Stopping, parking, turning around causing traffic jams; turning around in tunnels; overtaking illegally: old fine 2-3 million VND; expected new fine 8-12 million VND.
Proposal for trucks carrying goods without securing them to be fined up to 22 million VND.
Transporting goods on a vehicle without securing them securely affects traffic order and safety: the old fine is 600,000 - 800,000 VND; the new fine is expected to be from 18-22 million VND.
Carrying goods exceeding the height: old fine 2-3 million VND, expected new fine from 8-12 million VND.
Buying and selling license plates against regulations: old fine from 10-12 million VND; expected new fine from 48-52 million VND.
Driving a car without a license plate, covering the license plate, or installing a fake license plate: old fine of 4-6 million VND; expected new fine of 48-52 million VND.

According to the representative of the Traffic Police Department, the new draft decree was developed in the context of positive changes in traffic order and safety, and controlled accidents. However, in general, the traffic situation still has many problems such as: Traffic infrastructure development has not yet matched the demand, traffic organization still has many shortcomings; the number of vehicles increases every year with nearly 500,000 cars and about 2 million motorbikes...
Notably, the awareness of some traffic participants is not high, and violations are still common. The result is traffic jams, and there are still particularly serious accidents caused by subjective errors of drivers...
"To restore order, law enforcement must be strict, propaganda must be ensured, and sanctions must be strong to deal with violations, especially intentional violations of traffic safety and order," said the leader of the Traffic Police Department.
At the same time, the Traffic Police Department assessed that increasing penalties for some behaviors is completely necessary, ensuring humanity and raising drivers' awareness, building an equal and civilized traffic culture environment.
